Communications; National information policies and communications law; Access to and transfer of new technologies; Institutional/organizational communications; Media development and management; Public relations, public affairs, and advertising; Professional training and ethics.


  • To encourage the free circulation of information in both the international and national areas; to promote wider and more balanced dissemination of information without constraint upon freedom of expression; to develop methods that will strengthen the communication capacities of developing countries to increase their participation in the communication process.
  • To promote the free circulation of information a national and intrnational scale.
