This programme focuses on training, continuing education and lifelong learning for information specialists, especially in developing countries.
Building the capacity of libraries, archives and other institutions requires a continuous process of improving the knowledge and skills of the professionals who work within them, as well as widening the general knowledge and awareness of users.

It is essential that information specialists have access to training, continuing education and lifelong learning. Special efforts are required in developing countries, particularly among women and young people, to improve literacy in the information institutions.

Strong emphasis is placed at country level on building the capacities of information professionals through strengthening professional training institutions, especially in Africa. Priority is given to integrating information components into national development plans, poverty eradication strategies and United Nations country programming exercises.
