يتولى المؤتمر العام مسؤولية انتخاب المجلس التنفيذي الذي يعدّ أحد الهيئات

ويتألف المجلس التنفيذي من 58 دولة عضواً تستمر مدة عضويتهم لأربع سنوات. وتختار كل دولة عضوا ممثّلاً ويجوز لها أيضاً أن تعيّن نائبا له.
