OVERVIEW OF THE FUNCTIONS OF THE POST

This position is based in the Section on Inclusive Quality Education at the UNESCO Regional Bureau for Education in Bangkok. It has been established to help ensure the delivery of high quality technical support and services to Member States by all of UNESCO’s Sectors, as aligned to 38C5 Expected Results 10 and the 39C5 which will replace this in 2018, as well as within the framework of the UNESCO global strategy on Education for Health and Well-being, to support UNESCO’s work in countries where the Organization does and does not have a regular presence, and to link up with other UNAIDS cosponsors in support of joint programming and strengthened UN coordination. The scope of responsibility is Asia (excluding countries in Central Asia covered by the UNESCO Regional AIDS Advisor based in the UNESCO Moscow Cluster office) and the Pacific. The job requires extensive travel in the region (up to 30% of time).

Under the overall authority of the Assistant Director General for Education, and the Director of Bangkok Office, and the direct supervision of the Chief of Section on Inclusive Quality Education, the incumbent will:

  • Implement the regional programme on education, health and well-being, including supporting strategic planning and programme support for Field Offices in priority areas
  • Provide technical leadership and results-oriented programming for the UNESCO 2016 regional workplan, covering the priority areas of: comprehensive sexuality education; access to safe, inclusive and health-promoting education environments that are free from discrimination and from gender-based violence; and broader education programming on adolescent health and well-being. This includes programming supported by the UNAIDS Unified Budget, Results and Accountability Framework (UBRAF), other extrabudgetary sources and the regular programme.
  • Identify opportunities for UNESCO engagement in policy development, standard setting, and programming in priority areas and participate in strategic planning exercises for the regional programme, reflecting regional priorities and inputs from Field Offices.
  • Support Field Offices to prepare activities in priority areas, and support resource mobilization for the programme
  • Provide technical support to UNESCO Field Offices to develop and implement high-quality and results-oriented programmes and strategies in priority areas, and in alignment with current workplans.
  • Support Field Offices to report on programmes funded by the UNAIDS UBRAF and other extrabudgetary sources and to prepare projects for extrabudgetary funding.
  • Identify potential for resource mobilization for UNESCO programmes, and participate in and support proposal development.
  • Represent UNESCO in appropriate regional fora and develop and maintain partner relations
  • Represent UNESCO in appropriate regional forums on HIV, sexuality education and school health, such as the UNAIDS regional interagency team on AIDS meetings, and other regional Task Teams.
  • Develop and maintain internal and external partnerships at the regional level with regional bodies, UNAIDS, cosponsors and other partners.
  • Liaise with Coordination Function in the Education Sector and with UNESCO structures across all sectors in HQ, regional and field offices, and institutes
  • Provide regional inputs and communicate about the regional activities and results with the HIV Coordination Function at UNESCO HQ and other structures
  • Additional tasks as required and assigned by the Chief of the Section for Inclusive Quality Education or the UNESCO Bangkok Office Director.

REQUIRED QUALIFICATIONS

EDUCATION

An advanced university degree in a relevant field (e.g., education, sociology, psychology, medicine, public health, behavior communication or other social science)

WORK EXPERIENCE

At least seven years of progressively responsible relevant post-qualification experience, preferably at least 4 years in a developing country.

SKILLS/COMPETENCIES

  • Extensive professional knowledge and experience in HIV, sexuality and/or school health education policies and programmes and particular experience in UNESCO’s key leadership and main responsibilities with the UNAIDS division of labour, particular education;
  • Familiarity with UNAIDS and inter-agency structures at country level, such as Joint UN Teams on AIDS;
  • Experience and skills in programme development and management, technical support, resource mobilization and programme monitoring;
  • Excellent strategic and analytical skills;
  • Excellent coordination and networking skills;
  • Very good organizational skills, tact and discretion;
  • Very good management and supervisory experience;
  • Ability to manage budgets and report on implementation.

LANGUAGES 

Fluency (oral and written) in English. Knowledge of French or any other regional language would be an advantage.

BENEFITS AND ENTITLEMENTS

UNESCO’s salaries are calculated in US dollars and exempt from income tax. They consist of a basic salary and a post adjustment which reflects the cost of living in a particular duty station and exchange rates.
