Educators, service providers, and health professionals worldwide are advocating that young people receive comprehensive sexuality education to help them become sexually healthy adults and to help them practice safer sexual behaviors, delay the onset of sexual intercourse, and reduce unplanned pregnancy and sexually transmitted disease (STD) rates. Though there is often consensus that young people should receive such education, few actually do. This is primarily due to a lack of understanding and consensus about sexuality education goals, components, and standards. …

Numerous definitions of sexual health have been developed over the past few years. Perhaps the best known and most widely accepted of them is the World Health Organization’s (WHO) working definition, which reads as follows: ". . . a state of physical, emotional, mental and social well-being in relation to sexuality; it is not merely the absence of disease, dysfunction or infirmity. …
Globally, adolescents aged 12–15 years are making sexual and reproductive decisions of profound significance for their future, often based on misguided, inadequate or dangerously wrong information. Very few countries provide evidential and comprehensive education about puberty, sexuality, and reproductive health and safety to children and young adolescents at school, when it is most effective and beneficial. UNESCO has produced a culturally applicable framework for such education, with the primary aim of reducing sexual risk behaviour and sexually transmitted infections including HIV/AIDS. …

Sexuality education is the only subject in New Zealand schools which requires parents to be consulted on the content. Since it is associated with moral and social issues, it is a controversial topic. However, what has been notably missing from the debate is the voice of those most immediately concerned with the outcome— the adolescent.

Peer education strategies and approaches to evaluation differ across programs. …
