Application of Media Development Indicators kicks off in Ecuador

The application of UNESCO’s Media Development Indicators (MDIs) in Ecuador will officially start next week, after the Indicators are presented to a large group of representatives of the Ecuadorian communication sector: private, public and community media, university professors and students, government officials, freedom of expression NGOs, parliamentarians, lawyers and other concerned groups.
The launching events, organized in collaboration with the International Centre of Communication Studies for Latin America (CIESPAL) and the Universo Foundation, will take place in the capital, Quito, on 12 January, and in Guayaquil on 14 January. Andrew Puddephatt (UK), the expert who coordinated the preparation of the MDIs at the international level, will attend both meetings and further explain to the audience the work of the International Expert Group who drafted the MDIs, as well as the objectives, uses and “tool box” approach of this framework for assessing media development.
The specific methodology developed by CIESPAL for the application of the MDIs in Ecuador will be introduced during the two events. This methodology, monitored by a Consultative Committee made up of national experts, representing the different sectors’ sensitivities, consists of legal reviews, of interviews with target groups and of a national poll with a representative sample.
The Media Development Indicators were endorsed by the Intergovernmental Council of the International Programme for the Development of Communication (IPDC) at its 26th session (26-28 March 2008) and are currently being implemented in four pilot countries: Croatia (Europe), Maldives (Asia), Mozambique (Africa) and Ecuador (Latin America). It is expected that the methodologies used for these pilot applications will serve as a basis for the future application of the MDIs in other countries of these regions.
