This study compares the approaches of Taiwan and the Philippines in mitigating their HIV epidemics using non-formal educational programs. The Philippines has an HIV prevalence of 6,000-11,000 cases out of a population of 91 million. Their approach was to target female sex workers and their managers, before expanding to men in the community, and relying heavily on NGOs to provide sex education. This publication by JCIE focuses on how governments, civil societies, corporations, and media in Taiwan are responding to the rising tide of HIV/AIDS infection that is afflicting the region. The varied responses by each society to the rising threat offer critical and practical lessons. Equally important is the increasing recognition that many problems contributing to the spread of HIV/AIDS are cross-border issues that must be addressed collaboratively.
