More than 7,200 Romanian children and youth age fifteen to nineteen are living with HIV—the largest such group in any European country. The vast majority were infected with HIV between 1986 and 1991 as a direct result of government policies that exposed them to contaminated needles and “microtransfusions” of unscreened blood. Despite Romania’s progressive expansion of access to antiretroviral drugs, these children and youth face pervasive stigma and discrimination that often impedes their enjoyment of basic rights and services. …

122,000 teachers in sub-Saharan Africa are estimated to be living with HIV, most of who do not know their status. Stigma remains their greatest challenge. In 2007, a network of African journalists compiled a book entitled “Courage and Hope” telling the first-hand stories of African teachers who are HIV positive and living healthy, active lives as teachers. This film shows some of the stories those journalists discovered. The teachers went through stigma and discrimination and each used their experience to teach a new generation of teachers, what it means to live positively.

This paper traces Uganda's experience of HIV/AIDS, and the reaction of the government, civil society and communities of Uganda to the epidemic. The motives underlying the decision in 1986 of the National Resistance Movement (NRM) government to admit there was an HIV/AIDS epidemic in the country are examined. While the HIV prevalence rate was documented to have started dropping as of 1993, it was not until 2000 that President Yoweri Museveni began using the HIV/AIDS epidemic as a success story. …
