The National Strategic Framework (NSF) for HIV and AIDS 2010/11 -2015/16 succeeds the MTP-III that came to an end in March 2010. Access to antiretroviral (ARV) drugs in Sub-Saharan Africa has rapidly expanded - from fewer than 10,000 people treated in 2000 to more than 8 million in 2011. To measure the impact of this expansion, it is necessary to identify the behavioral response of individuals to drug access. This paper combines geocoded information about the timing of introduction of ARVs in all Kenyan health facilities with two waves of geocoded population surveys to estimate the impact of proximity to an ARV provider on risky sexual behavior. …
Between a quarter and a third of young women in sub-Saharan Africa are infected with HIV by the time they reach their early 20s. Structural factors such as poor education, poverty, and gender and power inequalities are important determinants of young women’s vulnerability to HIV infection. With an overall adult HIV prevalence of 15.3%, Namibia is facing one of the largest HIV epidemics in Africa. Young people aged 20 to 34 years constitute one of the groups at highest risk of HIV infection in Namibia. However, little is known about the impact of HIV on this group and its access to healthcare. The purpose of this study was to estimate HIV prevalence, to assess the knowledge of and attitudes towards HIV/AIDS, and to assess access to healthcare among university students in Namibia.
122,000 teachers in sub-Saharan Africa are estimated to be living with HIV, most of who do not know their status. Stigma remains their greatest challenge. In 2007, a network of African journalists compiled a book entitled “Courage and Hope” telling the first-hand stories of African teachers who are HIV positive and living healthy, active lives as teachers. This film shows some of the stories those journalists discovered. The teachers went through stigma and discrimination and each used their experience to teach a new generation of teachers, what it means to live positively.

They are ordinary citizens who have lived among us, speaking about their emotional and psychological suffering - as if the infection was not sufficient agony in itself. Here we present people who have been exposed to daily to stigma and discrimination, be it by neighbors, friends, police officers, religious figures, or even doctors. They have become outcasts in their own society because of the prevailing stereotypes about people living with the virus. …

The Zimbabwe National Behavioural Change (BC) Strategy is a multisectoral framework to reduce sexual transmission of HIV by promoting responsible practices. Comprehensive epidemiological and behavioural reviews form the basis of this strategy. They found that HIV prevalence had declined in Zimbabwe and that behavioural change including partner reduction and increased condom use had already started. At the same time, multiple concurrent partnerships and a number of related practices were still seen as key drivers of the epidemic. …
This Interim SPM covers only the period 2009-2010 in order to create opportunities to align strategies with other major sector (HSDP) and development (PASDEP) plans which also end in 2010. During the interim period, multi-sectoral actors at all levels working on HIV issues are expected to develop and implement their respective plans based on this SPM. During the Interim period a number of structural changes within the sector will be given chance to settle. A number of planned national surveys will also provide more accurate information to develop a five-year plan.
