On any given day, more than one billion children around the world attend school. Many of these children enjoy their right to be taught in a safe and stimulating environment. For many others, however, schooling does not guarantee such opportunity. These girls and boys are exposed to bullying, sexual and gender-based violence, corporal punishment and other forms of violence with or without the approval of education authorities. Many Millenium Development Goals (MDG) targets will not be met by 2015. The evidence presented in this report clearly shows that the widespread abuse of children's rights to care and protection is in part responsible for hindering progress against the MDGs. These rights include a recognition of the central importance of family-based care for child wellbeing, and children's right to be free from violence, exploitation, abuse and neglect. This report presents some policy recommendations to achieve the MDGs.
