Since the International Association for the Evaluation of Educational Achievement (IEA) implemented its first study in the 1960s, a global movement has developed focused on how the concept of quality of education should be interpreted, how quality can be measured, and how the issue can become part of education policy dialogue.
In recent years, as the discourse has shifted from ‘Education for All’ to ‘Learning for All’, the question of how to monitor learning and education quality has taken on central importance.
In this section, you will find resources on how to develop indicators that are relevant for measuring learning and quality education; information about the design and use of learning assessments; using other monitoring tools to examine progress in learning and quality objectives; developing a monitoring framework; and finally how to use all of this data to identify needed areas for improvement.
