The transfer of political, economic and administrative authority to subnational governments has become a worldwide trend in educational policy. From an administrative point of view, decentralization promises more effective and efficient government, as well as improvement in the quality of services delivered. Most developing countries have selected decentralization as an instrument of good governance and democratization. Building the capacity of central and decentralized governments, the private sector, civil society and the general public is a crucial aspect of development cooperation and the decentralization process.
Educational Governance at Local Levels:

The programme targets educators, bureaucrats and political actors to participate in the formulation and implementation of national EFA plans.

Its core dimensions are policy formulation and review, capacity building to enable participation in decision-making, evaluation to assess progress in decentralization reforms, and, research utilization to inform policy.

Gender sensitivity and participation of excluded groups is given special attention. More

This joint programme between the Government of Indonesia, UNESCO and UNICEF supports the improvement of primary education in a decentralised and democratic environment. It works mainly at local level and focuses on giving schools and communities more responsibility for managing their own resources and helping them to use these resources more effectively.
