“I want to express Canada’s profound appreciation of the excellent work carried out by Mr Matsuura and his team over the course of the last ten years.”
“The progress and leadership demonstrated by UNESCO within the framework of the United Nations reform give us reason to believe that the Organization could become one of the most effective in the UN system. For this to happen, however, UNESCO will have to enhance its effort to improve its efficiency and build on its numerous and important achievement.”
“The nomination of Her Excellency Irina Bokova by the Executive Board is considered historic as it marks the first time that a woman could be appointed to the position of Director-General of UNESCO.”
“Progresser de manière plus déterminée vers l’atteinte des objectifs du millénaire, aider les États membres à développer leur savoir-faire scientifique, donner aux conventions dans le domaine de la culture les moyens de remplir leurs missions, promouvoir la liberté d’expression sont à nos yeux les défis que doit relever l’Organisation. Le secteur des sciences naturelles est également bien placé pour apporter une contribution aux questions liées aux changements climatiques.”
“La forte participation aux quatre grandes conférences sur l’éducation a montré les fortes attentes de la communauté éducative à l’égard de l’UNESCO. En tant que chefs de file de l’initiative « Education pour tous », nous devons maintenant capitaliser sur l’enthousiasme suscité par ces conférences, pour faire en sorte que l’éducation pour tous devienne une réalité concrète, et ce à tous les niveaux du système éducatif.”

Canada congratulates the Director-General for the reforms he has undertaken at UNESCO. The reform of the United Nations, its specialized agencies, and its regional and national offices remains a priority for the Government of Canada. Canada hopes that UNESCO will continue to play an active role in the “One UN” concept.
“We are pleased to see that the Organization will invest the resources needed to implement reforms in key areas such as management tools, personnel policy, greater coherence with the United Nations system and Africa. We welcome the efforts made to make better use of the resources at hand, where UNESCO has a clear mandate and where it can add value.”
“Nonetheless, we believe that we can do even better in the future. We can further concentrate our efforts within programmes. For us, budgetary rigour should lead to a greater prioritization and a more rational use of resources.”
Education for All is an absolute priority for Canada and UNESCO has to renew vigorously its effort to reach the noble objectives of this programme. Canada encourages the new ADG, Mr Nicolas Burnett, to continue moving this process forward.
“In the sciences, Canada supports the approach to building human and institutional capacity. While we believe that the emphasis on policy-oriented research is important, we consider that UNESCO should focus on capacity-building at country level and should avoid the temptation to produce its own research papers and publications.” As well, Canada “supported the recommendations of the expert team on the review of the two science programmes”.
Canada also welcomes the renewed emphasis on free and independent communication and on universal access to information. These principles are important and contribute to the cultural diversity.
Le Canada est en faveur du principe de la rotation, particulièrement au Conseil exécutif et ne présentera pas sa candidature cette année.
Le Canada souhaite concentrer ses efforts sur la Convention pour la promotion et la protection de la diversité des expressions culturelles. La première session du Comité intergouvernemental à Ottawa (décembre 2007) se penchera sur des questions opérationnelles telles que le Fond, la coopération internationale et le rôle de la société civile.
La présence des francophones dans tout le pays ainsi que la reconnaissance par le Parlement du Canada que les Québécois forment une nation au sein d'un Canada uni, montre que le pays supporte effectivement la diversité culturelle. Par ailleurs, le gouvernement du Québec « participe désormais pleinement, formellement et directement à toutes les activités de l'UNESCO avec et via la délégation permanente du Canada ». Avec la France, une journée internationale francophone de la bioéthique sera organisée au Québec en novembre 2008 dans le cadre du Sommet de la Francophonie qui se tiendra, lui aussi, à Québec.
Le Canada annonce la célébration du 400e anniversaire de la fondation de la ville de Québec et se réjouit d'accueillir la prochaine réunion du Comité du Patrimoine mondial en juillet 2008 à Québec.
