The aim of this study is to assess whether the Government of Kenya’s Cash Transfer for Orphans and Vulnerable Children (Kenya CT-OVC) can reduce the risk of HIV among young people by postponing sexual debut. The program provides an unconditional transfer of US$20 per month directly to the main caregiver in the household. An evaluation of the program was implemented in 2007–2009 in seven districts. Fourteen Locations were randomly assigned to receive the program and fourteen were assigned to a control arm. A sample of households was enrolled in the evaluation in 2007. …
The Global AIDS Response Progress Report 2014 provides an appraisal of progress towards achieving High Level Meeting (HLMs) targets set in 2001. Zimbabwe participated in the high level meeting during the 65th Session of the United Nations General Assembly held in June 2011 to review progress made in the HIV and AIDS response since 2001. The Annual Report 2013-2014 of the Department of AIDS Control (DAC), Government of India, reviews the progress made under the National AIDS Control Programme (NACP) during the current financial year 2013-2014 in scaling up intervention services for HIV prevention, treatment, care and support across the country through regular monitoring and reporting. This report reflects the commitment of DAC and identifies both achievements and gaps in response to the HIV epidemic.

South Africa’s recently adopted Children’s Act provides children the right to access reproductive health services as a way of addressing the HIV pandemic, but there remains confusion about how socially divisive rights provided for by the Act, such as condom access for youth, will be achieved. The Children’s Act, together with South African government policies, allows individual schools to decide whether to distribute condoms, but most school staff are unaware of South African policy and regulations governing condom provision in schools. …
Uganda’s HIV success story has become increasingly focused around the idea of ‘ABC’ (Abstain, Be faithful or use Condoms). During the George W. Bush administration, the US Government has promoted one specific ABC model for its development agencies, with a particular emphasis on abstinence. Yet other actors have contested this view.
