This policy plan presents the government’s views on emancipation policy for 2013-2016. Section I outlines the historical context of emancipation policy by placing the current policy objectives in perspective. Attention is then turned to policy values and the responsibilities arising for the government. Spearheads for emancipation policy in the years ahead are being described, as well as a number of explorations in relation to the new themes: ‘intersex’, ‘women and health’, ‘women and the media’ and ‘the success of girls or the boy problem’. …

This discussion paper was prepared by UNESCO for the global consultation on education sector responses to early and unintended pregnancy (EUP) held in Johannesburg in November 2014. The paper describes global and regional specificities of EUP, the causes behind it, and the implications for the education sector, highlighting the current status of the education sector response and examples of ongoing programs and initiatives aimed at preventing EUP through comprehensive sexuality education and ensuring the right to education for pregnant and parenting girls.
The re-entry policy launched in 1997 advocates that girls who drop out of school due to pregnancy should be readmitted after giving birth. …
Pregnancy remains the highest risk factor for female dropout rates, both before and after reintegration. This does not align with national policy goals outlined in the Vision 2030 document, and retards Jamaica’s fulfilment of international treaties, commitments and policy guidelines. This policy purports to address this deficit, and establishes a framework for inter-agency collaboration to address the wider issues that limit the reintegration of school-age mothers into the formal school system.
This booklet traces the evolution of the re-entry policy in Zambia and emphasizes the seriousness of having in place clear guidelines and a tracking and monitoring system for its implementation. While many countries now recognize the importance of giving adolescent mothers a second chance to continue with their education and pave a future for themselves, only a handful have re-entry policies in place. And among those who have, many have failed to systematically monitor the impact of the policy. …
South African law forbids excluding pregnant teenagers from school and permits young parents to continue with their schooling. However, the existence of progressive policy and law does not by itself ensure that pregnant teenagers and young parents remain in school or experience as little disruption to their studies as possible. Two of the factors influencing the experiences that pregnant girls and young parents have are the attitudes and practices of teachers. We explore how teachers in diverse South African secondary schools respond to young women's pregnancy and parenting. …
This brief provides evidence-backed advice to policymakers on how to get greater impact from HIV financing. RethinkHIV is a new research initiative, funded by the Rush Foundation, that aims to conduct and evaluate cutting-edge research to inform long-term planning and resource-allocation for the treatment and management of HIV/AIDS.
Investments that promote keeping girls in school, particularly in secondary school, have far-reaching and long-term health and development benefits for individuals, families, and communities. The purpose of this brief is to describe the relationship of girls’ education on family planning and reproductive health and behaviors; highlight evidence-based practices that increase girls’ enrollment, retention, and participation in school; and provide recommendations for how the health sector can support keeping girls in school.
South Africa has made significant strides in enrolling girls in school, particularly at the basic education level, with high gender parity indexes (GPI) at the primary school level. However, the high attrition rate at the secondary level and the poor quality of educational experiences and learning opportunities, for girls in particular, remain areas of concern. …
This model is designed to help SADC governments develop an integrated single comprehensive policy on violence against girls. It can be adapted to suit the local context because there is never a ‘one size fits all’ policy. Civil society groups and movements can use it as an advocacy tool in their negotiations with governments.
