Policy-makers making decisions on the implementation of school-based sexuality education (SE) programmes face two important questions: (1) what are the costs of implementing and scaling up SE programmes, and (2) what are the impacts? This paper responds to these questions by retrospectively assessing costs, impact and cost-effectiveness of the national school-based SE programme in Estonia 1997–2009. The three-year curriculum had been taught to 190,000 students at the end of 2009. The cost of reaching one student was USD 32.90 and the total costs were USD 5.6 million. …
Portugal, like many other countries, faces obstacles regarding schoolbased sexuality education. This paper explores Portuguese schools’ approaches to implementing sexuality education at a local level, and provides a critical analysis of potential strengths and weaknesses. Documents related to sexuality education in a convenience sample of 89 schools were analysed and findings confirm both the results of the few existing Portuguese studies on the subject and commonalities in sexuality education between Portugal and other European countries. …

One in three new cases of HIV in South Africa is among adolescents. Given that adolescents are particularly affected, scalable, and cost-effective prevention programs are urgently needed. This study aims to identify opportunities to integrate technology into youth HIV prevention efforts. In 2012, 1107 8th–11th graders completed a paper-and-pencil survey. Respondents were enrolled in one of three public high schools in Langa, a lower income community in Cape Town, South Africa. Evidence shows that good quality Sex and Relationships Education (SRE) helps young people develop and manage their emotional and physical well-being. While they can find out about sex and relationships in many ways – including from friends, TV programmes, magazines and the Internet – school SRE has an important role in presenting balanced, factually accurate and positive information that these other sources may not always provide.
This publication is part of an ongoing programme of work initiated by UNESCO in 2008 to provide technical guidance and implementation support for sexuality education programmes, as a platform for HIV prevention, treatment and care. It emphasizes the challenges and opportunities for scaling up comprehensive sexuality education in school settings. The ubiquity of cellphones in South Africa, a country ravaged by HIV and AIDS, makes cellphones an easily accessible tool to use in participatory approaches to addressing HIV (Human Immunodeficiency Virus) and AIDS (Acquired Immunodeficiency Syndrome) issues, particularly in school contexts. In this article we explore a participatory visual approach undertaken with a group of rural teachers, to uncover and address HIV and AIDS related issues.
