The goal of the national strategic plan is to halt the spread of HIV, reverse the epidemic of STIs, and improve the quality of life of people living with and affected by HIV. Impacts of the plan are as follows: Sexual transmission of HIV is reduced by 50% by 2015, as measured by the proxy indicator of number of HIV positive test results from all testing sites; Zero AIDS-related deaths by 2015; Stigma and Discrimination reduced by 2015, as indicated by follow-up HIV Stigma Index in 2015; STIs are reduced by 50%, as measured by the proxy indicators of the percentage of pregnant women who are diagnosed with Chlamydia or syphilis.
