Questionnaire relatif au Projet de Stratégie à moyen terme pour 2008-2013 (34 C/4) et au Projet de Programme et de Budget pour 2008-2009 (34 C/5)
Ce questionnaire est conçu pour recueillir les points de vue, propositions et observations des États membres et Membres associés, ainsi que des organisations intergouvernementales (OIG) et organisations non gouvernementales internationales (ONG), sur les principes essentiels, les priorités et les questions fondamentales dont, conformément à la résolution 33 C/1 de la Conférence générale, il conviendrait de s’inspirer pour élaborer le Projet de stratégie à moyen terme pour 2008-2013 (34 C/4) et le Projet de programme et de budget pour 2008-2009 (34 C/5). Etabli en Octobre 2000, le Bureau de Planification Stratégique (BSP) est un des services centraux de l'Organisation. Faisant rapport directement au Directeur général, les responsabilités qui lui one été confiées touchent aussi bien aux services centraux qu'aux activités de programme.

La tâche principale de BSP est de préparer la Stratégie à moyen terme de l’Organisation ainsi que les programmes et budgets biennaux, en veillant à ce que les objectifs et priorités stratégiques fixés par la Conférence générale et le Conseil exécutif – notamment en ce qui concerne les femmes, la jeunesse, les pays les moins avancés, l'Afrique et certaines stratégies spécifiques, soient pleinement pris en compte à tous les stades de l’élaboration et de l’exécution du programme. Ces fonctions sont complétées par une supervision de l’exécution du programme et par l’établissement de rapports à ce sujet.

BSP a également pour tâche de gérer et développer SISTER (Système d'Information sur les Stratégies, les Tâches et l'Evaluation des Résultats) outil principal d'un système de programmation axé sur les résultats, (RBM) qui doit couvrir les financements par le budget ordinaire et par des fonds extrabudgétaires.

BSP fournit aussi des orientations stratégiques concernant la programmation des diverses actions de nature transectorielle notamment les deux thèmes transversaux, la coordination des activités de l'Organisation concernant le Dialogue entre les civilisations, et la Décennie internationale de la promotion d'une culture de la non-violence et de la paix au profit des enfants du monde.

De manière générale, BSP est chargé de la participation et de la contribution de l’UNESCO aux efforts de programmation interinstitutions déployés dans le cadre du système des Nations Unies pour veiller à la cohérence des orientations et actions en particulier s’agissant de donner suite à la Déclaration du millénaire des Nations Unies et de la poursuite des Objectifs de développement du Millénaire.

away_catalog_couv_thumb.jpgOn the occasion of the 2007 International Women's Day celebrations at UNESCO, the Delegation of the Dominican Republic has brought together the works of ten of its women artists sharing a common denominator – their migration background. Today, the Dominican Republic has become an important place of origin, transit and destiny of migrants. Rosario Rivera Bond, Teresa Díaz, Iliana Emilia, Charo Oquet, Miguelina Rivera, Raquel Paiewonsky, Scherezade García, Natalia Ortega and Inés Tolentino live in New York, Athenes, Miami, Amsterdam, Paris and Montpellier but they all have great renown and influence within the Dominican contemporary art scene. They belong to a group of almost two million Dominicans residing outside of the island and they represent some of the countless Diaspora communities that are increasingly interconnected through extending transnational networks all over the world. This exhibition aims to inspire and open up an intercultural dialogue among the artists and with the general public, addressing the role of women in migration movements, Diaspora networks and intercultural dialogue.

Ensuring freedom of movement in the region will be an important practical step. Final Report of the Director-General’s Consultation of National Commissions for UNESCO of the Latin America and the Caribbean Region on the Preparation of the Draft Medium-Term Strategy for 2008-2013 (34 C/4) and the Draft Programme and Budget for 2008-200 - by UNESCO
Held in Montego Bay, Jamaica between 3 and 6 July 2006

Representatives of 33 out of 36 National Commissions from countries and territories of the Latin America and the Caribbean region attended the Consultation. Representatives of Canada, the Caribbean Community (CARICOM) and the UNESCO-NGO Liaison Committee participated as observers. Officials from various offices and services of the UNESCO Secretariat as well as directors and representatives of eight UNESCO field offices in the region also participated in the meeting. The United Nations Resident Coordinator for Jamaica attended the opening meeting.

Held in Athens, Greece between 25 and 28 June 2006

Representatives of 48 of the 49 National Commissions of the Europe and North America Region attended the consultation. The Chairman of the Executive Board attended as an observer, as did the Secretary-General of a National Commission from another region, the Director-General’s consultant, a member of the Review Committee for Major Programmes II and III, an NGO, and representatives of several Greek Ministries. Officials from various offices and services of the UNESCO Secretariat as well as the Directors and Representatives of the UNESCO offices in the region (Moscow, Bucharest, New York, Venice and Geneva) also participated in the meeting.

Africa but not only ... The first regional concert of "Mozart, but not only ..." - by Melody for Dialogues Among Civilizations Association
melodies_africa_small.jpg"Africa, but not only" is our first regional concert. It is being organized in a continent which was engulfed in internecine wars and conflicts. Recently, much progress has been made to resolve previously interminable conflicts. Africa today is striving to embrace the wisdom of peaceful co-existence, the pursuit of good governance and the principles of cooperation and good-neighbourliness. The choice of the venue for this regional concert was therefore deliberate, namely to support the conflict-resolution and peace-making efforts under way in many sub-regions and countries. To be sure, much needs still to be done but let us begin to spread from here in Abuja this new message of peace.Continuer

Final Report of the Director-General’s Consultation of National Commissions for UNESCO of the Africa Region on the Preparation of the Draft Medium-Term Strategy For 2008 – 2013 (34 C/4) and the Draft Programme and Budget for 2008-2009 (34 C/5) - by UNESCO/BSP
This consultation was held in Luanda, Angola between 13 ans 15 June 2006.

Representatives of 41 out of 46 National Commissions of the Africa Region attended the consultation. An observer from the NGOs Liaison Committee participated. Officials of various offices and services of the UNESCO Secretariat as well as Directors and Representatives of UNESCO national, cluster and regional field offices in the region participated in the meeting. The Angolan Minister of Science and Technology, Vice-Ministers, Members of Parliament, invited guests as well as representatives from Diplomatic Missions attended the Opening Ceremony.

Representatives of 38 out of 43 National Commissions of the Asia and Pacific Region attended the Consultation. Three observers participated – Singapore and representatives from two Category 2 institutes and centres. Officials of various offices and services of the UNESCO Secretariat as well as Directors and Representatives of 14 UNESCO field offices in the region also participated in the meeting. Vietnamese invited guests as well as representatives from Diplomatic Missions attended the Opening Ceremony.

Seventeen out of eighteen National Commissions of the Arab Region attended the consultation (the Iraqi National Commission was not represented). The Palestinian Committee for Education, Science and Culture and one observer from ISESCO were also present. Officials of various offices and services of the UNESCO Secretariat as well as Directors and Representatives of UNESCO field offices in the region (Amman, Beirut, Cairo, Doha, Rabat and Ramallah, UNESCO Office for Iraq) participated in the meeting.

mozart_brochure_thumb.jpgThe “Mozart, but not only…” concert, organized on 16 November 2005 to mark the sixtieth anniversary of UNESCO, was one of the greatest and most beautiful moments of that day of commemoration… The concert represented an innovative and exciting approach: musical performances involving live interaction between traditional instruments played by musicians from different cultures, thus emphasizing that dialogue goes beyond words and can thrive in the realm of music. Such concerts give practical expression to a hallmark of UNESCO's Constitution, namely international cooperation. The dialogue between traditional, classical and contemporary music epitomizes the very essence of international cooperation in a field that is not often singled out in this context.Continuer

UNESCO and the IYHF -- towards an active working partnership - by Hans d'Orville
The beginnings of the formal relationship between UNESCO and the International Youth Hostel Federation (IYHF) can be traced to April 2003 when UNESCO's Director-General, Koïchiro Matsuura and IYHF's President, Harish Saxena signed a Memorandum of Understanding (MoU). This MoU formalises and concretises the already existing partnership between both Organisations and provides a concrete framework for future cooperation. It provided for a new focus on a three-year Campaign for International Peace and Understanding, the annual celebration of International Youth Day (12 August - proclaimed by the UN in 1999) and awareness-raising activtities pertaining to HIV/AIDS in the context of preventive education.Continuer

The main objective of the Consultation was to provide recommendations and suggestions by the National Commissions of the Arab Region to the Executive Board and the Director-General on the preliminary proposals for the preparation of the Draft Programme and Budget for 2006-2007 (33 C/5), based on a questionnaire drafted and circulated well in advance of the meeting by the Secretariat.Continuer

Final Report of the Director-General's Consultation of the National Commissions for UNESCO of the Europe and North America Region on the Preparation of the Draft Programme and Budget for 2006-2007 (33 C/5) - by UNESCO
While some participants were of the view that the unifying theme and the strategic objectives and sub-objectives of document 31 C/4 had been adequately reflected in 31 C/5 and 32 C/5, several others considered that more should be done to enhance the linkage between 31 C/4 and 33 C/5. In that context it was suggested that the C/4 and C/5 documents could be combined into a single document with a view to (i) offering a clear medium-term perspective for each biennial programme and (ii) allowing a better integration between the expected outcomes in the C/4 document and the expected results contained in related C/5 documents. Considering that the 31 C/4 was conceived as a “rolling” medium-term strategy, such a combined strategy and programme document was also seen to facilitate a more dynamic adaptation to changing circumstances.

Participants unanimously agreed, that in order to ascertain the linkage between strategy and programme, expected results should be carefully evaluated to assess whether the programme has achieved the objectives of the Medium-Term Strategy. Overall, there was general agreement that UNESCO should focus, in future planning, on practicing management by objective, setting a limited number of goals and having clearly articulated and measurable outcomes.Continuer

Participants felt that the 33 C/5 must make an effort to also respond to these new concerns and developments.
it was noted that there have been significant global and regional changes since the adoption of the 31 C/4:

· an increase in terrorism;
· devastating earthquakes and natural disasters;
· more pronounced impact of the HIV/AIDS pandemic;
· new demands for post-conflict reconstruction; and
· the adoption of action plans by two major world summits – Sustainable Development (WSSD) and the Information Society (WSIS).Continuer

At the invitation of the Government of Mozambique, the Director-General’ s Consultation on the draft Programme and Budget for 2006-2007 (33 C/5) was held in Maputo from Friday 14 to Tuesday 18 May 2004, with the invaluable logistic support provided by the Mozambique National Commission for UNESCO and the UNESCO Office in Maputo.

The main objectives of the Consultation were:

To invite comments and proposals from National Commissions on key principles, priorities and other issues related to the preparation of the Draft Programme and Budget for 2006-2007, based on a questionnaire prepared by the UNESCO Secretariat.

To hold thematic debates, as contribution to the elaboration of the Draft 33 C/5, on key issues of particular relevance to the Africa Region, especially the New Partnership for Africa’s Development (NEPAD).Continuer

Representatives of thirty-four out of thirty-six National Commissions in the region (Panama and Colombia were absent) participated in the consultation, which was chaired by Ms Carla Zaandam, President of the National Commission of the host country, Aruba, with Mr Haldane Chase (Bahamas) and Ms Silvia Marin-Garat (Uruguay) serving as Vice-Chairperson. Mr George P. Brown (Antigua and Barbuda) served as Rapporteur and was assisted by two co-Rapporteurs, Ms Patricia Mejias (El Salvador) and Ms Rosario Navas (Cuba). Several directors of UNESCO field offices or their representatives also attended the meeting as well as a number of observers invited by the Aruba National Commission.Continuer
