  6. Impact and cost-effectiveness analysis of the national school-based sexuality education programme in Estonia

    Policy-makers making decisions on the implementation of school-based sexuality education (SE) programmes face two important questions: (1) what are the costs of implementing and scaling up SE programmes, and (2) what are the impacts? This paper responds to these questions by retrospectively assessing costs, impact and cost-effectiveness of the national school-based SE programme in Estonia 1997–2009. The three-year curriculum had been taught to 190,000 students at the end of 2009. The cost of reaching one student was USD 32.90 and the total costs were USD 5.6 million. …

  7. The 2011 ESPAD report. Substance use among students in 36 European countries

    The main purpose of the European School Survey Project on Alcohol and Other Drugs (ESPAD) is to collect comparable data on substance use among 15–16-year-old European students in order to monitor trends within as well as between countries. So far, five data-collection waves have been conducted in the framework of the project. The first study was carried out in 26 countries in 1995, while data collection in 2011 was performed in 37 countries. …

  8. Substance use prevention in educational settings in Eastern Europe and Central Asia: a review of policies and practices

    Promoting health and a healthy lifestyle among children and youth is a national priority for all Eastern European and Central Asian countries, and is reflected in their country policies. Schools have an important role to play in health promotion, by preparing children, adolescents and youth for a healthy and safe adulthood. This review of policies and practices provides a brief account of the achievements to date in prevention education (with special focus on drug use prevention), and outlines the challenges still to be addressed.

  9. Including lesbian, gay and bisexual students in school policies: guidelines for principals

    In 2009 the Department of Education and Skills and GLEN – Gay and Lesbian Equality Network issued guidance to schools on sexual orientation issues - Lesbian, Gay and Bisexual Students: Guidance for Principals and School Leader. The guidelines suggest that school policies should expressly include reference to lesbian, gay, bisexual and transgender (LGBT) students. To complement the Guidance and to support the recommended inclusion of LGBT students NAPD and GLEN have developed this resource with the cooperation of the Department of Education and Skills.

  10. Report of an evaluation of relationships and sexuality education in post-primary schools

    This report summarises the findings of an evaluation, of Relationships and Sexuality Education (RSE) in post-primary schools in Northern Ireland (NI) by the Education and Training Inspectorate (Inspectorate). The objectives of the evaluation were to: evaluate the quality of the provision for RSE within schools; report on the quality of the provision for staff training for RSE; record examples of good practice; and identify areas for development within RSE.

  11. Drugs guidance for schools in Northern Ireland

    It is a statutory requirement for all schools in Northern Ireland to have a drugs policy and publish details in relation to the policy in their prospectus; deliver drugs education to include legal and illegal substances; and inform the Police Service of Northern Ireland if they believe or suspect a pupil to be in possession of a controlled substance. The guidance has been designed to assist schools in the development, implementation, evaluation, and review of their drugs policy and to support procedures for the management of suspected drug-related incidents and issues.

  12. School-based sexuality education in Portugal: strengths and weaknesses

    Portugal, like many other countries, faces obstacles regarding schoolbased sexuality education. This paper explores Portuguese schools’ approaches to implementing sexuality education at a local level, and provides a critical analysis of potential strengths and weaknesses. Documents related to sexuality education in a convenience sample of 89 schools were analysed and findings confirm both the results of the few existing Portuguese studies on the subject and commonalities in sexuality education between Portugal and other European countries. …

  13. Sexual health and blood borne virus framework: 2015-2020 update

    The first Sexual Health and Blood Borne Virus Framework was published by the Scottish Government in 2011. The Framework brought together policy on sexual health and wellbeing, HIV and viral hepatitis for the first time. It set out five high-level outcomes which the Government wished to see delivered, and it sought to strengthen and improve the way in which the NHS, the Third Sector and Local Authorities supported and worked with individuals at risk of poor sexual health or blood borne viruses. …
