At the World Conference on Education for All (Jomtien, Thailand, 1990), the International Community declared that "basic education should be provided to all children, youth and adults…the poor, street and working children should not suffer any discrimination in access to learning opportunities".
As a follow-up to this Conference, UNESCO launched a World Programme for the Education of Street and Working Children, the main objective of which is to facilitate access to basic education and vocational training for these children and young people by addressing their survival and educational needs.
