The following resources have been developed either by or with UNESCO, building on its long-standing experience in international cooperation in the area of culture.

"Globalization has proved to be a two-edged sword : On the one hand, women are increasingly recognized as major players in development. On the other, notions of cultural specificity have come to the fore in novel ways related to gender relations and the appropriate conduct of women, often singled out as bearers and signifiers of their culture.
Both culture and gender have been politicized in new ways, affecting women's rights as well as our understanding of the place of culture in development. The challenge is to avoid the dual pitfalls of both Western bias and cultural relativism...."

UNESCO’s strategic objectives in the area of Culture are :

- Promoting the drafting and implementation of standard-setting instruments in the cultural field ;

- Safeguarding cultural diversity and encouraging dialogue among cultures and civilizations ;

- Enhancing the linkages between culture and development, through capacity-building and sharing of knowledge
