In 2001, the UNESCO General Conference unanimously adopted the Universal Declaration on Cultural Diversity, a standard-setting international instrument which strives to recognize cultural diversity not as a mere fact but as a source of innovation, exchange and creativity.

In cooperation with the OXFAM International Youth Parliament (IYP), UNESCO developed a youth-friendly version of the declaration ‘All different, all unique’ comprising a series of action initiatives which reflect young people’s ideas for the type of youth-led activities required to bring the positive values of the Declaration alive in communities around the world.
