20-24 June 2005: Second session of the intergovernmental meeting of experts

17 May 2005: Informal Meeting with the Permanent Delegations organized by the Chairperson of the intergovernmental meeting
Following the first intergovernmental meeting of experts aimed at finalizing a draft declaration on universal norms on bioethics (Paris, 4-6 April 2005), the Chairperson of the meeting, Mr Pablo Sader (Uruguay), was invited to encourage and to lead open-ended consultations between States on diverging views in order to prepare and facilitate the work of the second intergovernmental meeting of experts in June 2005 (see the Recommendations of the meeting). Mr Sader invited all Member States to take part in an informal meeting, which was held at UNESCO Headquarters in Paris on 17 May 2005 with the aim to pursue the discussion and to pave the way for consensus.

April 2005: 171st Session of the Executive Board of UNESCO
In accordance with the timetable approved by the Executive Board at its 169th session, the Director-General presented at the 171st Session of the Executive Board a Progress Report on the work carried out by UNESCO concerning the drawing up of a declaration on universal norms on bioethics since the last session of the Board.

4-6 April 2005: First intergovernmental meeting of experts

9 February 2005: Preliminary Draft Declaration on Universal Norms on Bioethics
Having carefully examined the numerous comments from various horizons on the different versions of the text, after one year of intense work and six meetings of its Drafting Group, the IBC has finalized and approved Preliminary Draft Declaration on Universal Norms on Bioethics.

24-28 January 2005: Fourth Session of IGBC, Joint Session of IBC and IGBC, Extraordinary Session of IBC
In accordance with the timetable for the elaboration of the declaration, the Fourth Session of IGBC was held at UNESCO Headquarters in Paris on 24 and 25 January 2005 and was immediately followed by a Joint Session of IBC and IGBC on 26 and 27 January, and an Extraordinary Session of IBC on 28 January 2005.

12-14 December 2004: Sixth Meeting of the IBC Drafting Group
The IBC Drafting Group held its sixth meeting at UNESCO Headquarters, Paris, from 12 to 14 December 2004. At this meeting, the Drafting Group elaborated the fourth outline of a text of the future declaration, which was presented to the Intergovernmental Bioethics Committee (IGBC) on the occasion of its Fourth Session held in January 2005.

10 December 2004: Fourth Meeting of the UN Inter-Agency Committee on Bioethics
On the occasion of its fourth meeting, which took place at UNESCO Headquarters, the Inter-Agency Committee discussed the Third Outline and proceeded with an exchange with the IBC Drafting Group.

October - December 2004: Written consultation on the Third outline of the Declaration
In accordance with the Timetable for the elaboration of the future declaration, a written consultation on the Third Outline was carried out from October to December 2004.

27-28 October 2004: Fifth Meeting of the IBC Drafting Group
With a view to further refining the text of a declaration on universal norms on bioethics, the IBC Drafting Group held its fifth meeting at UNESCO Headquarters (Paris) on 27 and 28 October 2004. The sixth meeting was held in December 2004 as foreseen in the timetable for the elaboration of the declaration. The Group proceeded with a preliminary revision of the text of the declaration: it being understood that any modifications would have to be reconsidered later in the light of the results of the written consultation on the Third Outline of the future declaration (Ref. : SHS/EST/04/CIB-Gred-2/4 Rev. 2, dated 27 August 2004) carried out between October and December 2004. The working document as finalized after the fifth meeting is presented in Annex III of the Report of the meeting. It has been the basis for the work of the Drafting Group at its sixth meeting but should not have been considered as a revised version of the text of the future declaration.

October 2004: 170th Session of the Executive Board of UNESCO
Pursuant to 169 EX/Decision 3.6.2 and in accordance with the timetable approved by the Executive Board at its 169th session in the same decision, the Director-General presented at the 170th Session of the Executive Board a Report on the work carried out by UNESCO concerning the drawing up of a declaration on universal norms on bioethics. It contained in an annex the Third Outline of a Text.

25-27 August 2004: Fourth Meeting of the IBC Drafting Group
The IBC Drafting Group held its fourth meeting at UNESCO Headquarters, Paris, from 25 to 27 August 2004, immediately after the Eleventh Session of IBC (Paris, 23-24 August 2004). At this meeting, the Drafting Group elaborated the third outline of a text of the future declaration.

23-24 August 2004: Eleventh Session of IBC
The International Bioethics Committee (IBC) held its eleventh session at UNESCO House in Paris on 23 and 24 August 2004. The eleventh session focused on the elaboration of a declaration on universal norms on bioethics.

7 July 2004: Information Meeting of IGBC on the progress of the elaboration of a declaration on universal norms on bioethics
An Information Meeting of the Intergovernmental Bioethics Committee (IGBC) was held at UNESCO Headquarters, Paris, on 7 July 2004 in Room IV (Fontenoy building) to inform IGBC of the work in progress of the elaboration of a declaration on universal norms on bioethics and to have a exchange of views on a first draft outline of the future declaration elaborated by the Drafting Group of the International Bioethics Committee (IBC).

24-25 June 2004: Third Meeting of the UN Inter-Agency Committee on Bioethics
On the occasion of its third meeting which took place at UNESCO Headquarters, the Inter-Agency Committee discussed the scope and content of the first outline of a text of the future declaration. At the end of this third meeting and upon a proposal put forth by UNESCO, the Inter-Agency Committee decided to include in the agenda of its fourth meeting (to be held in December 2004 at UNESCO Headquarters) an item on the outline of the future declaration, which will be drawn up throughout the eleventh session of IBC (23-24 August 2004).

The IBC Drafting Group held its second meeting at UNESCO Headquarters, Paris, on 2 and 3 June 2004. At this meeting, the Drafting Group elaborated the first outline of a text of the future declaration.

30 April 2004: First Meeting of the IBC Drafting Group
The Drafting Group of the International Bioethics Committee (IBC) which had been entrusted with the elaboration of a declaration on universal norms on bioethics, held its first meeting at UNESCO Headquarters, Paris, on 30 April 2004.

Timetable for the Elaboration of a Declaration on Universal Norms on Bioethics
The Timetable, which should be considered as a continuum of the activities undertaken since December 2003, tries to ensure that IBC, IGBC, Member States and all other actors concerned play their respective roles fully in the elaboration of the declaration, through better interaction between the two committees, organization of intergovernmental (category II) meetings and broad consultations and hearings all throughout the elaboration of the new declaration. The timetable therefore comprises a first year devoted to the drafting of the outline of the declaration in consultation with Member States and other actors concerned, and a second year devoted to the finalization of a draft declaration through governmental meetings.

April 2004: 169th Session of the Executive Board of UNESCO
The Executive Board of UNESCO, at its 169th Session, confirmed its support to the elaboration of a declaration on universal norms on bioethics and approved the timetable for its elaboration proposed by the Director-General in consultation with the Bureaux of the International Bioethics Committee (IBC) and the Intergovernmental Bioethics Committee (IGBC).

27 - 29 April 2004: Extraordinary Session of IBC “Towards a Declaration on Universal Norms on Bioethics”
The aim of this extraordinary session was to conduct hearings with concerned stakeholders starting with a debate on the scope and structure of the future declaration. This allowed IBC to have a complete overview of all convergent and divergent views when drafting the first outline of the future declaration. The Extraordinary Session was organized around hearings of representatives of intergovernmental organizations, international non-governmental organizations and national bioethics committees.

January - March 2004: Consultation with Member States
The purpose of this consultation was to gather preliminary views from Member States on the possible scope and structure of the future declaration by means of a questionnaire. It was launched on 20 January 2004.
