Technical expertise to the Ministry of Education and guide an inclusive consultative approach for the development of a MOE Implementation Plan on HIV & AIDS and teenage pregnancies

Technical assistance is required to assist MOE to have a consultative process to develop and adopt an implementation plan on HIV & AIDS integrating issues of learner pregnancy within the overall framework of sexual and reproductive health.

The consultancy will undertake
1. Documentation, review and analysis of current MoE policies, and responses on HIV&AIDS; and teenage pregnancies within the framework of global guidance on what works and is cost-effective.
2. Guide a consultation process for and lead the development of an endorsed MOE implementation plan on HIV & AIDS and teenage pregnancies.

1. Documentation, review and analysis of current MoE policies, and responses on HIV and teenage pregnancies within the framework of global guidance on what works and is cost-effective.
a. Familiarize with the MoE policies, guidelines, background, and implementation as well as the National Strategic Framework on HIV&AIDS; and recent discussions and developments in the Namibia HIV & Aids and teenage pregnancies response.
b. Desk Study - Review evaluations, assessments, studies and others initiatives that have reviewed/documented experiences of the education sector HIV and teenage pregnancies responses
c. Review MoE and other Ministries’ and stakeholders policies strategies, guidelines, tools and practices (in-) directly related to MoE role in HIV&AIDS; and teenage pregnancies’ response e.g.:
i. Life skills for prevention of HIV&AIDS; and unwanted teenage pregnancy
ii. Access to services and commodities e.g. HCT, condoms, SRH commodities etc.
iii. Education Sector Policy for the Prevention and Management of Learner Pregnancy
iv. Mitigation the impact of HIV&AIDS; on learners and students (e.g. OVCs)
v. HIV/AIDS workplace programme / wellness programs for employees
d. In collaboration with the Advisory Committee1 and other partners involved analyze whether goals, objectives, expected outcomes where adequately achieved and summarize strengths and weaknesses in the responses
e. Compare the national response to international evidence on what works and best practices in education sectors responses on HIV and teenage pregnancies
f. Prepare for the Advisory Committee an analytical assessment and analysis report with draft recommendations for the development of the MOE implementation plan on HIV&AIDS; and learner pregnancies.

2. Guide a consultation process for and lead the development of an endorsed MOE Implementation Plan on HIV&AIDS; and teenage pregnancies
o Based on analytical report and recommendations, hold discussions with key stakeholders on policy, feasibility, commitments, funding opportunities, etc. for components of a MOE Implementation Plan
o Through the Advisory Committee facilitate an inclusive process to define scope / components of a Implementation Plan – including a national stakeholder meeting
o Draft a realistic and sustainable Implementation Plan for discussion by stakeholders
o Finalize Implementation Plan
