Education in Emergencies was designated as one of the first flagship programmes following the creation of the Inter-agency Network for Education in Emergencies (INEE). The purpose of this flagship and the INEE is to bring attention to the education needs of populations affected by crises, man-made or natural disasters, and to improve the coordination and effectiveness of education responses during crisis and post-crisis, and early reconstruction. Largely working through the INEE, the education in emergencies flagship and its partner agencies and NGOs are engaged in a comprehensive support strategy to ensure the right to quality education in situations of crisis through resource and information sharing, communication and advocacy.
