Capacity for planning, development and management of primary education programmes are fundamental both for making more effective use of resources and for enabling other stakeholders, including the community, to contribute to education provision. However, not all countries have equal financial or technical capacity to design and deliver education of good quality. UNESCO assists Member States to build and strengthen national capacity in educational planning, management and financing and make innovative reforms.
UNESCO offers technical assistance and support to countries in their efforts to develop national education policies, strategies and programmes. It also promotes and facilitates policy dialogues, strategic planning, monitoring, and coordination of government, donor and NGO inputs to EFA implementation. Also, UNESCO has gathered significant experience in support of national efforts for education reform and has an active role in the international cooperation effort to reconstruct and reform the education systems of developing countries.
