The South African National AIDS Council (SANAC) has announced concrete measures to tackle persistent forms of stigma and discrimination that continue to affect large numbers of people infected with HIV and/or TB. These measures include a legal advice and litigation service offered through the nationwide network of Justice Centres run by Legal Aid South Africa. This monograph serves as a resource to enable a view on scaled up response through multi-sectoral support for risk reduction and impact mitigation of HIV in India. It draws on key achievements and lessons learnt from NACP I, II and III with regard to mainstreaming. The document focuses on the Department of AIDS Control’s (DAC) current response to the epidemic, which are priorities under NACP-IV and the rationale that guided the development of these priorities.
Violence against women and girls is an unacceptable violation of basic human rights. It also is so widespread that ending it must be a global public health priority. An estimated one in three women is beaten, coerced into sex or otherwise abused by an intimate partner during her lifetime. Intimate partner violence has been shown to increase the risk of HIV infection by around 50%, and violence (and the fear of violence) deters women and girls from seeking services for HIV prevention, treatment, care and support.
It is estimated that 50–55% of people living with HIV globally are women. In 2006, the World Health Organization (WHO) issued Sexual and reproductive health of women living with HIV/AIDS: Guidelines on care, treatment and support for women living with HIV and their children in resource-constrained settings. The HIV burden on women is dramatically higher in some regions, certain age groups and among marginalized groups, such as female sex workers. Women’s vulnerability to HIV is exacerbated by gender inequality and domestic violence. The global effort towards elimination of paediatric HIV and keeping mothers alive deserves applause. However, the needs of women go beyond their child-bearing age or potentials and/or reproductive desires and must be recognized in the global HIV agenda. In particular, more female-controlled prevention tools are urgently required to allow women to protect themselves.
