Best practices for adolescent sex education recommend science-based approaches. However, little is known about the capacity and needs of organizations who implement sex education programs on the local level. The purpose of this research was to describe successes and challenges of community organizations in implementing science-based sex education. Between January and June 2006, the Ministry of Education, supported by UNICEF and the Global Fund through the Ministry of Health, conducted the delivery of a pilot curriculum for Health and Family Life Education [HFLE] in 21 of 24 selected schools. The HFLE curriculum which was pilot tested was developed in the context of an existing National Policy for Health and Family Life Education in Jamaica. The Policy was revised in 1999. The spread of HIV/AIDS has led to the special inclusion of HIV/AIDS education as a special focus of HFLE. …
A growing body of evidence exists to demonstrate what constitutes an effective school-based sexuality education programme. The factors that contribute to successful implementation of effective school-based sexuality education at regional, country or local levels - so-called "levers of success" - are less clear. These are the focus of this publication. The term levers of success is used to describe the conditions and actions that have been found to be conducive to the introduction or implementation of sexuality education. This manual is based on the findings of a systematic review published by Family Health International (FHI) on the Impact of Sex and HIV Education Programs on Sexual Behaviours of Youth in Developing Countries (Kirby et al., 2005) and deliberations from an expert consultation meeting convened by FHI in January 2006. One of the results of the research was a list of 24 characteristics of effective curriculum-based programmes. Twenty of the standards are adapted from the systematic review and four of the standards emerged from the technical meeting. …
These guidelines were developed by a task force of experts and have been thoroughly reviewed by professionals. The vision of sexuality advocated is a "natural and healthy part of living that begins at birth and continues throughout life". This tool is an organized set of questions designed to help practitioners to select, adapt, develop and implement more effective pregnancy, STI and HIV prevention programmes in their communities.
