Capacity Development
It has been clearly underlined in the World Water Development Report (WWDR) series that the looming water crisis is largely a crisis of governance. Many countries lack the institutions, legislation and financial instruments to address their water crises. The Report also adds that “Water professionals need a better understanding of the broader social, economic and political context, while politicians need to be better informed about water resource issues.” All of these directives lend themselves to an urgent need for capacity enhancement.
While these Capacity Development training activities will be conducted at the WWAP headquarters in Perugia, the specific modules that require interaction among key national players (institutions, organizations, ministries, NGOs etc) can also take place in their origin countries.

Capacity Building on Water and Sustainable Development
The Capacity Development Training Programme on Water and Sustainable Development provides tools that strengthen institutional capacity and the effectiveness of water (and water-related) governmental agencies and enhance countries’ capacity to deal with often complex water issues.
The training modules focus on issues pertaining the realization of SDG 6 on Water and Sanitation, such as Data and Information regarding water management, the 'Water – Food – Energy and Environment nexus', adapting to extreme water-related events, integrated water resources management, and planning sustainable urban water infrastructure.
The target audience is medium-high level Representatives of the Ministries of Environment, Water, Natural Resources, and Energy of Developing and Least Developed Countries. The workshop give participants the opportunity to present their experiences through case studies, which facilitate the sharing of knowledge and best management practices and stimulate collaboration among different countries.
Training Program on Conflict Resolution
PCCP (From Potential Conflict to Cooperation Potential), a contribution of the International Hydrological Programme to WWAP, will develop training programs on transboundary water cooperation tailored to specific regions such as Africa, Latin America, South-East Europe and the Arab region.
PCCP training modules on negotiation and mediation for water conflict management provide an insight into the art of cooperation and trust-building regarding transboundary water resources. They focus on the general concepts of cooperation and conflict mitigation, and serve as a forum for participants to exchange respective strengths and ideas.
Training program in WWDR4 priority areas
This program will identify specific environments vulnerable to water crises (e.g. confronting pressures from climate change and variability), and provide scientific and technical guidance to help affected regions develop their capacity in adaptive management.
Its particular focus will be on relevant issues raised during the preparation of the WWDR4, including drivers affecting water examined under the overarching theme “Managing water under risk and uncertainty.” Implications of climate change on water will be among the main topics.
WWAP’s training programs will address senior experienced managers in water and related sectors, as well as novice-level and high-level decision makers. The courses will be ensured by international experts and renowned lecturers from the Italian academic and technical-scientific community, UNESCO centers (IHE, ICI-Warm …), UN-Water agencies and other relevant partners.
While this sub-component is designed to cover global issues, targeted training will address regional perspectives and specific water-stress situations. Africa, the Mediterranean, and Latin America will be targeted first. Training material for capacity development activities will include and revolve around WWAP publications; in fact, the Side Publications, Special Reports and Briefing Notes are intended as tools for sound capacity-development by promoting an integrative understanding of water issues, appropriate policy actions, and long-term sustainable development.
