Youth and Adult Education Programmes in Brazil

Among the Adult and Youth Education policies of the Brazilian federal government, two initiatives must be highlighted:

  • Brazil Literate Programme (Programa Brasil Alfabetizado - PBA), initiated in 2003 by the Brazilian federal government, made youth, adult and elderly literacy a priority item on the country’s educational agenda. The Programme is an entrance door to citizenship and strategies to promote continuing education within Brazil. The Programme operates all over Brazil with special priority to municipalities which have high rates of illiteracy (25% or more). 90% of these municipalities are located in the Northeast region. The Ministry of Education also assists states and municipalities by supplying them with technical assistance at the local level. States, municipalities and the Federal District may be assisted by the programme through specific resolutions published in the Federal Official Gazette of Brazil.
  • National Programme of the Didactic Book (Programa Nacional do Livro Didático - PNLD) for Youth and Adult education, which has incorporated the national Programme of the Didactic Book for Youth and adult Learning, has as its aim to distribute high quality books for learners from the Brazil Literate Programme and adult education students from the Brazilian public schools.
