UNESCO actively mobilizes education stakeholders in Senegal

UNESCO takes on its role as Sector Lead of the education Development Partners (DPs) and Coordination Agency of the Local Education Group (LEG), actively mobilizing various groups of education actors to work on updating the Education Sector Plan (ESP) of Senegal.

UNESCO’s Regional Office in Dakar dedicated the first half of April to the mobilization of education partners and stakeholders in Senegal around two central tools to update the Education Sector Plan, the PAQUET: the simulation model of education policies and the education national accounts.

From 3 to 12 April 2017, the UNESCO Office in Dakar, as part of its CapED project, organized a technical workshop for the education national Technical Team, including senior officials from the three ministries covering education as well as the Ministry of Finance, the Office of the Presidency of the Republic, the National Agency for Statistics and Demography, and the Union of Local Elected Officials. The objective of the workshop was to work on the education policy simulation model and the national education accounts, with technical support from UNESCO’s International Institute for Education Planning (IIEP-Paris), as part of UNESCO’s support to the development of the new education sector policy and updating of the ESP.

As the newly designated education sector lead in Senegal, UNESCO organized a meeting with the education partners to present and discuss the financial implications of policy options of the PAQUET including SDG4 targets, obtained from the policy simulation model, as well as funding strategies of its priority areas and the monitoring and results framework for its implementation. The presentation of the model allowed for a better understanding of the resource implications of achieving the PAQUET and how the partners can contribute to strengthening intra-sectoral policy coherence and the development of the funding strategies for the PAQUET including the implementation of adopting the Education2030 Agenda in Senegal.

A tool-sharing and planning meeting for collecting household and local communities’ education expenditure data to update the education simulation model and national education accounts was also held on 11 April with the participation of the 16 Academic Inspectors of Senegal. Mobilized for the first time to coordinate and supervise education expenditure data, the Inspectors welcomed their involvement in the process and commended UNESCO for its technical support in the development of the tools for the ESP.

UNESCO will organize a retreat of education partners in May to define a common strategy and accompaniment to each stage of the Education Sector Plan development process and its implementation.
