Third Global Report on Adult Learning and Education

The third Global Report on Adult Learning and Education (GRALE III) is released as the international community embarks on working towards the goals outlined in the 2030 Agenda for Sustainable Development. Based on monitoring surveys completed by 139 UNESCO Member States, the report assesses global progress in implementing the Belém Framework for Action (2009). In addition, it investigates the impact of adult learning and education (ALE) on health and well-being, employment and the labour market, and social, civic and community life. This reflects a shift towards the more holistic view of education and lifelong learning embedded in the 2030 Agenda for Sustainable Development.

GRALE III aims to guide policymakers and practitioners on the road ahead. It shares lessons learned since the publication of GRALE I in 2009 and GRALE II in 2013, and considers progress made in ALE in terms of major global trends and developments. In addition, it highlights principles and policy recommendations for countries to consider ahead of the Mid-Term Review of CONFINTEA VI, scheduled for 2017.

GRALE III underlines three overarching policy implications in particular. First, ALE is an indispensable component of education, and a fundamental and enabling human right. Second, ALE is an integral dimension of a balanced life course. Third, ALE is part of a holistic, inter-sectoral sustainable development agenda with the potential to offer multiple benefits and lasting impact.
