Disaster Risk Reduction Programme

The Ecology and Earth Sciences (EES) Sector within the UNESCO Cairo Office (UCO) is responsible for the Disaster Risk Reduction Programme. 

Urgent Capacity Development for Managing Natural Disaster Risks of Flash Floods in Egypt, Jordan, Sudan and Yemen

Many countries in the Arab region are subjected to deadly flash floods and landslides, resulting from intense rainfall of a relatively short duration. Concrete examples of the recently occurring flash floods in some Arab countries can illustrate their catastrophic socio-economic impacts. The overall goal of this project is to contribute to enhancing stability in Egypt, Jordan Sudan and Yemen by reducing the economic losses and fatalities resulting from flash floods through building capacities for early effective emergency responses. The specific objectives of the project include assessing the current status of Flash Flood Risk for a pilot hotspot in each of the four selected countries, developing a risk management plan and enhancing a participatory approach in managing Flash Flood Risk. The activities of the project will include among others producing Flash Flood Hazard and Risk Maps for the pilot hot spots, identifying effective remedial measures for Flash Flood Risk, and designing programmes for community awareness and increasing institutional capabilities. The work plan of the project will follow three overlapping phases for each selected pilot area, and which will go in parallel with marked milestones and accompanying work packages where different methodologies will be applied to deliver the expected outputs of the project.

 

 

Education Kit on Disaster Risk Reduction in Arabic

The development of the Education Kit on Disaster Risk Reduction (DRR) in Arabic is very important.  The kit will help raise awareness among stakeholders and decision makers.  It will also raise awareness among teachers, students, and children on how to mitigate and prepare for natural disaster risks.

Support to research and studies on raising the awareness for Disaster Risk Reduction in the Arab Region

Both adaptation and risk reduction strategies must focus on raising the adaptive capacity of the most vulnerable groups.  During the Current biennium the DRR programme at UCO has initiated an activity which enhances raising the awareness of the people in the region.  This is done through the development of Educational Kits on Disaster Risk Reduction.  The strategy involves the development of educational materials (In Arabic), training manuals on natural disaster preparedness, and mitigation.  

The activity will be implemented jointly and mainly with the regional office for International Strategy for Disaster Risk Reduction (ISDR) and other regional organization.  These activities will lead to dissemination of the technical knowledge in Natural Disaster Risk Reduction.  Therefore, build the capacities of:

  • The National Policy Maker
  • Educational Institutes
  • Scientists working in Natural Disaster
  • Research Centre
  • Trainers of Trainer
  • Academicians, Students, and Teachers
  • NGO's working in the field 

This will also help with the coping capabilities of disaster inflicted communities in the region.

Capacity building of personnel working in Disaster Risk Reduction

Current strategy includes capacity-building to manage and use traditional and modern tools in monitoring and identification of natural disaster inflicted areas.  This also enhances the development of a Disaster Risk Reduction (DRR) mechanism.  

The programme participates in Disaster Risk Reduction events such as the development of Disaster Risk Reduction strategy for the Arab Region and Disaster Risk Reduction Terminologies.  The programme provides technical and financial support to carry out research and studies on DRR themes for the region.

Besides implementing its programme activities, the EES division is also involved as a member of several committees, team and task forces.  They all pertain to Environment, Earth Sciences and Disaster Risk Reduction issues such as:

  • The Arab Team in charge of International Environment Agreements headed by the Arab League
  • The Arab working group in climate change
  • The Regional task force for the development of Disaster Risk Reduction Strategy for the Arab States
