Normative action

Legal instruments enable States to more effectively protect all forms of culture. UNESCO elaborates legal instruments in the form of declarations, recommendations or conventions, which are adopted by UNESCO's Member States.

Recognizing the importance of normative action to protect its culture, Afghanistan has endeavored to take the necessary measures to reinforce its legal framework and is now State Party to the following conventions:

  • Convention on the Means of Prohibiting and Preventing the Illicit Import, Export and Transfer of Ownership of Cultural Property, Paris, 14 November 1970;
  • Convention concerning the Protection of the World Cultural and Natural Heritage, Paris, 16 November 1972;
  • UNIDROIT Convention on Stolen or Illegally Exported Cultural Objects (Rome, 1995)

The UNESCO Office in Kabul has supported the government of Afghanistan to ratify and implement the following key conventions:  

  • Convention for the Safeguarding of the Intangible Cultural Heritage, Paris, 17 October 2003;
  • Convention on the Protection and Promotion of the Diversity of Cultural Expressions, Paris, 20 October 2005.

The Afghan government is in process with UNESCO support to become a State Party to the following Convention:

  • Convention on the Protection of Cultural Property in the Event of Armed Conflict with Regulations for the Execution of the Convention, The Hague, 14 May 1954;
