6 December 2016: 6th Intersessional Meeting of Executive Board Members

 

Room X, 10 a.m. to 1 p.m. and 3 p.m. to 6 p.m.

The purpose of this sixth Intersessional Meeting is to respond directly to the Executive Board’s recent decision 200 EX/Decision 13.I, para 13. It should act as a dialogue amongst members so that they may voice their opinions relative to what they expect the Organization to deliver in 4 years’ time, considering the Overarching Objectives outlines in the 37 C/4, Medium-Term Strategy for 2014-2021 and based on the priorities and thematic areas presented in the Director-General’s Preliminary Proposals for the draft 39 C/5 (200 EX/13).

In order to ensure effective dialogue amongst the Members participating and the Secretariat, Members are encouraged to formulate questions relative to the elaboration of the draft 39 C/5, taking in mind the outcomes of the previous Intersessional Meetings organized in September, as well as the information provided during the three sectoral Information Meetings on the Structured Financing Dialogue for the 39 C/5, held in November.

  • 200 EX/Decision 13.I, paragraph 13: 

13. Decides, with a view to the preparation of the Draft Programme and Budget for 2018-21 (39 C/5), to continue interactive consultations until the end of 2016 in the framework of the intersessional meetings open to States Members of the Executive Board and to Member States non-Member of the Executive Board as observers with enhanced participation status, and information meetings organized by the Secretariat on the integrated budget framework and the structured financing dialogue; these programme-oriented consultations could cover, for example:

(a) the development of a draft results framework, including programme delivery of each sector, that will contribute to the effective implementation and the monitoring of document 39 C/5;

(b) the transitional integrated budget framework with special attention to the budgetary issues listed in 199 EX/Decision 5.II.F, cost classification structure and budgeting techniques (for instance, the constant dollar rate and the lapse factor);

(c) the format of the structured financing dialogue based on 199 EX/Decision 5.II.F;

(d) the development of the UNESCO Transparency Portal.
