The observatory represents a platform where an interested collective- researchers, students- participate in the information and the exchange of knowledge through the study and analysis of what has been generated or is in the process of development.

The ObsCUPULA observatory is part of the UNESCO Chair for Latin American University Thinking (CUPULA), coordinated by Dr. Carmen Garcia Guadilla and headquartered at the Center for Development Studies at Universidad Central de Venezuela and UNESCO-IESALC.
