The main purpose of the Observatory on Academic and Scientific Mobility (OBSMAC) is to become a virtual reference space, an information structure for decision making and a mechanism to alert and keep vigil over the changes that affect student and professional migration. It was born as a response to the need that exists in the region to organize the available data regarding departure programs for graduate students, the return of highly-skilled personnel to their countries of origin and the circulation of skills. All of this emerged as consequence to the multiplication of actors involved in this class of initiatives: institutions, governments and civil society, countries of origin and reception, international bodies and networks.
