The Technical Cooperation Group is a group of experts from governments, multilateral agencies and civil society working together to produce the next generation of comparable education data required to track progress and monitor Sustainable Development Goal 4.
The Technical Co-operation Group for SDG 4 – Education 2030 builds consensus on the SDG 4 measurement agenda and provides the opportunity for Member States, multilateral agencies and civil society groups to make recommendations to the UIS, which is responsible for coordinating the technical work needed to define and implement the global and thematic indicators.
It is co-chaired by the UNESCO Institute for Statistics (UIS) and UNESCO Education Sector’s Division of Education 2030 Support and Coordination (UNESCO ED/ESC).
The UIS is the “the official source of cross-nationally comparable data on education”, as stated in the Education 2030 Framework for Action. The UIS has been given the mandate to “work with partners to develop new indicators, statistical approaches and monitoring tools to better assess progress across the targets related to UNESCO’s mandate, working in coordination with the Education 2030 Steering Committee.”
The Education 2030 Framework for Action presents 43 proposed indicators, including the 11 global monitoring indicators for SDG 4. Despite broad agreement on this proposal, questions remain about some of the indicators regarding their agreed-upon definition and the feasibility of producing them nationally or globally.

The TCG builds on the work of the Technical Advisory Group on post-2015 education indicators (TAG), which developed the indicator framework based on global consultations.
The Technical Cooperation Group held its first meeting in Washington, D.C. (USA) on 12-13 May 2016. At the meeting, the TCG successfully achieved its objectives of explaining the context and processes for global and thematic monitoring; modifying the thematic indicator framework based on the revised IAEG-SDGs global indicator proposal; and establishing the priority for further development and next steps. In its second meeting, which took place in Madrid (Spain) on 26-28 October 2016, the TCG aimed to discuss and agree on the set of indicators as the basis for reporting and monitoring SDG 4 in 2017. In order to do this, the TCG reviewed the results of an Open Consultation on the Thematic Education Indicators conducted in September-October 2016. Additionally, the TCG will form TCG Working Groups to work on selected thematic indicators requiring further development or improvement to better inform some of the SDG 4 targets.
