Under the overall authority of the Executive Secretary of the Intergovernmental Oceanographic Commission of UNESCO and the direct supervision of the head of the IODE project office, in close consultation with the OBIS project manager and OBIS data manager, and in collaboration with H2020 EcoPotential consortium, the data science officer will provide data management support to the secretariat, customer support and training to the network of OBIS nodes and its user community. An important part of the job will include working for the European Commission Horizon 2020 project on monitoring Ecosystem Services (ECOPOTENTIAL). The job requires excellent data management, analytical and communication skills.

This is a ‘Project appointment’, initially for 1 year (including a probationary period of 3 months). The contract is renewable, subject to satisfactory service and availability of funding. The appointment is non-career and does not carry any expectancy of renewal or conversion to another contract. Duration: initially one year, renewable
Functions: Under the overall authority of the Executive Secretary of the Intergovernmental Oceanographic Commission of UNESCO and the direct supervision of the head of the IODE project office (and IOC Capacity Development coordinator), in close consultation with the Head, Marine Policy and Regional Coordination Section and in collaboration with the OBIS project manager:
- Assist with the implementation of the SeaChange project, which aims to bring about a fundamental “Sea Change” in the way European citizens view their relationship with the sea, by empowering them – as ‘Ocean Literate’ citizens - to take direct and sustainable action towards healthy seas and ocean, healthy communities and ultimately - a healthy planet.
- Assist with the development of communication/outreach products and services for IOC and its IODE.
- Assist with the work of the marine component of the H2020 ECOPOTENTIAL project (improving ecosystem benefits through Earth Observation), in particular be responsible for the activities on assessing the capacity (on policy development and integration) and supporting the management of ecosystem services in protected areas of the Caribbean and Mediterranean Sea.
Required qualifications:
Education
Advanced university degree (equivalent of a Masters degree) in environmental sciences, oceanography or other related field.
Work Experience
A minimum of 4 years of relevant professional experience in international marine policy and sustainable development
Experience in science communication and public participation.
Experience in marine policy, ocean governance and capacity development.
Skills/Competencies
Strong project management skills including the writing and development of strategic and project planning
documents.
Proven experience in resource mobilization.
Excellent inter-personal skills with ability to communicate effectively with a network of experts; capacity to
develop, motivate, and maintain a network of contacts.
Ability to plan own work and manage conflicting priorities; work under pressure.
Excellent written and oral communication skills with proven ability to produce high quality reports including visual communication, and to make effective oral presentations to both technical and general audiences.
Strong work ethic, sound judgement with capacity for initiative, and ability to work independently with minimal
supervision.
Languages
Good knowledge of spoken and written English.
Good/fair knowledge of French.
Desirable qualifications:
Education
A combined academic or professional background in the natural sciences (especially marine and ecological) and
communication/outreach.
Work Experience
Proven experience in developing communication/outreach products/services in the area of oceanography
At least 2 years of experience at the international level.
Languages
Knowledge of additional working languages of UNESCO (Spanish, Chinese, Russian) would be an asset.
Knowledge of a second UNESCO/IOC working language (French, Spanish, Russian) will be an asset.

- Assist with the development, documenting and maintenance of web-based IODE data and information products, hosted by the IOC Project Office for IODE in Oostende, Belgium.
- Assist with the hosting, maintenance and development of geospatial information services for Africa (African Marine and Coastal Atlas) and Latin America (Caribbean Marine Atlas).
- Support the European Horizon 2020 project ECOPOTENTIAL (improving future ecosystem benefits through Earth Observations) by contributing to the dataset inventory, data and metadata collection, data quality control, data harmonisation; database development and providing open access and linking data to GEOSS.
- Update, upgrade or patch existing web infrastructure components, as and when required.
- Assist with user support and training.
Required qualifications:
Education
• Advanced university degree (equivalent of a Masters degree) in Informatics or Advanced Engineering degree
Work Experience
Preferably 1 year of working experience in web development (PHP, MySQL, PostgreSQL, XHTML, CSS, Javascript, Ajax/JQuery)
Experience of working with content management systems (preferably Joomla and/or Drupal)
One or more programming languages such as Java, Perl, Python or Ruby.
Skills/Competencies
Eagerness to explore and learn new technologies, as per the requirement of the project office team.
Excellent research, analytical and problem solving ability, including taking part in the resolution of issues and in the application of good judgement.

Proven experience in developing extensions/themes for Joomla/Drupal Content Management System.

Practical knowledge of Debian based linux operating systems such as Ubuntu.
Experience of working with Bootstrap framework.
Languages

Under the overall authority of the Executive Secretary of the Intergovernmental Oceanographic Commission of UNESCO and the direct supervision of the head of the IODE project office, in close consultation with the OBIS manager and in collaboration with the international OBIS development consortium, the OBIS data manager will: Support the OBIS secretariat with the execution of tasks within several projects (e.g. Development of Information Products and Services for ocean assessments and the Caribbean Marine Atlas), as well as supporting the implementation of the OBIS work plan, more specifically the technical daily operations including system maintenance, database maintenance, application maintenance, customer services, application development and infrastructure improvements.
