La tercera reunión se celebró en la Sede de la UNESCO del 2 al 14 de junio de 2003. Asistieron a ella 249 participantes procedentes de 103 Estados Miembros, así como diez expertos de tres Misiones Permantes de Observación ante la UNESCO y representantes de dos organizaciones intergubernamentales y cinco organizaciones no gubernamentales (la lista de participantes figura en el Anexo III).
Al tratarse de la continuación de la labor de la primera y segunda reuniones del Grupo de Expertos (septiembre de 2002 y febrero de 2003), se confirmó en sus funciones al Presidente (Sr. Bedjaoui - Argelia), a los cuatro Vicepresidentes (Sr. Scovazzi - Italia, Sr. Berke - Hungría, Sr. Kim – República de Corea, y Sr. Yai - Benin) y al Relator (Sr. Barrios - Bolivia); el Sr. Berke fue sustituido por el Sr. Soòs en la tercera reunión.

El Grupo de Trabajo entre reuniones se congregó en la Sede de la UNESCO del 22 al 30 de abril de 2003 y examinó los Artículos relacionados con:
- el carácter, la composición y las funciones del Comité;
- la Lista del patrimonio cultural inmaterial que requiere medidas urgentes de salvaguardia y la Lista de tesoros del patrimonio cultural inmaterial de la humanidad;
- la financiación y la creación del Fondo para la salvaguardia del patrimonio cultural inmaterial;
- la forma y el contenido de la asistencia internacional; y por último,
- las disposiciones generales de la Convención.
El Preámbulo, el Anexo y las disposiciones finales no pudieron examinarse por falta de tiempo, pero se pasó revista a más de 26 Artículos y los resultados de esa labor se presentaron en un texto único, el Anteproyecto, que fue aprobado por consenso y sirvió de base para el debate en la tercera reunión, celebrada en junio de 2003.

At the second session of the Group of experts, which took place from 24 February to 1 March 2003, a consensus emerged on three essential points:
- the purposes;
- the definitions of the terms “intangible cultural heritage” and “safeguarding”;
- the establishing of national inventories in order to ensure that this heritage can be identified.
The principle of a “list” or “register” of “intangible cultural heritage in danger” was also accepted. A Drafting Committee was set up by the plenary meeting, and contributed to progress on these points. Also at this second session, the plenary meeting adopted, on the motion of its Chairperson and in accordance with Article 4 of its Rules of Procedure, the principle of an intersessional mechanism in the form of an informal working group of 18 government experts, three experts (from three different Member States) from each electoral group.

Primera sesión de la reunión intergubernamental de expertos sobre el ante-proyecto de Convención para la Salvaguardia del Patrimonio Cultural Inmaterial

La primera reunión se celebró en la Sede de la UNESCO del 23 al 27 de septiembre de 2002. Los expertos trabajaron sobre la base de un documento preparado por la Secretaría que contenía el primer anteproyecto elaborado anteriormente (en gran parte por expertos que asistieron a título personal durante marzo y junio de 2002), y las contribuciones de 59 Estados Miembros que respondieron a la Circular del Director General CL36/29 de 29 de julio de 2002. Al término de la primera reunión, los expertos pusieron de relieve la absoluta interdependencia entre el patrimonio material e inmaterial, y reconocieron el carácter vivo y cambiante de ese patrimonio, así como su enorme fragilidad.

Teniendo en cuenta la recomendación formulada en la reunión de Río, en junio de 2002 se celebró en la Sede de la UNESCO, París, una reunión internacional sobre el tema “Patrimonio cultural inmaterial – Elaboración de un glosario”. Los expertos asistentes a la reunión aprobaron una nueva definición del patrimonio cultural inmaterial, contenida en el anteproyecto de convención internacional para la salvaguardia del patrimonio cultural inmaterial, que debía examinarse en la primera reunión intergubernamental de expertos sobre el tema (UNESCO, París, 23-27 de septiembre de 2002)

In the process of elaborating a new international convention for the safeguarding of intangible cultural heritage, it proved essential to draw up a glossary presenting and defining the most frequently used terms relating to intangible cultural heritage, and found in various texts, analysis and documents.
During the international meeting of experts organised by UNESCO in Rio de Janeiro on “Intangible Cultural Heritage: priority domains for an international convention” (Brazil, 22-24 January 2002), experts had underlined the importance and urgency of having such a glossary at disposal. Consequently, it was decided to convene at UNESCO headquarters, in June 2002, a meeting of experts in order to establish the definitions of those terms.
In view of this, and following the request made by the Intangible Cultural Heritage Section, the Netherlands National Commission for UNESCO proposed, as a national contribution to the debates, a set of draft definitions of a certain number of terms relating to intangible cultural heritage. Therefore, the Netherlands National Commission formed a group of experts, who met several times so as to elaborate a draft glossary.
Finally, an group of international experts met at UNESCO from 10 to 12 June 2002, examined the draft glossary drawn up by the Dutch experts and finalised a glossary.

En esta ocasión, los expertos confirmaron la definición aprobada en Turín, recomendando al mismo tiempo que se celebraran nuevas consultas sobre cuestiones de terminología. Además, los expertos opinaron que una política de salvaguardia y promoción del patrimonio cultural inmaterial en el ámbito internacional debería abarcar un doble enfoque, basado en criterios de evaluación internos (importancia del patrimonio para la identidad de un grupo social) y externos (como el respeto de los derechos humanos reconocidos universalmente o la aptitud para impulsar el diálogo intercultural).

En marzo de 2001 se celebró en Turín (Italia) una Mesa redonda internacional de expertos a fin de elaborar una definición práctica del término “patrimonio cultural inmaterial”. La UNESCO llevó a cabo una serie de encuestas, dirigidas a las Comisiones Nacionales de los Estados Miembros, las organizaciones intergubernamentales y las organizaciones no gubernamentales, en relación con las diferentes terminologías utilizadas y la legislación nacional vigente en el ámbito del patrimonio cultural inmaterial.
Sobre la base de las opiniones expresadas en la época de la Conferencia de Washington y de los resultados de las encuestas, la Mesa redonda preparó una nueva definición del patrimonio cultural inmaterial, a saber, “los procesos asimilados por los pueblos, junto con los conocimientos, las competencias y la creatividad que los nutren y que ellos desarrollan, los productos que crean y los recursos, espacios y demás aspectos del contexto social y natural necesarios para que perduren; además de dar a las comunidades vivas una sensación de continuidad con respecto a las generaciones anteriores, esos procesos son importantes para la identidad cultural y para la salvaguardia de la diversidad cultural y la creatividad de la humanidad”.
Asimismo, la reunión recomendó a la UNESCO que preparara un nuevo instrumento normativo internacional sobre la salvaguardia del patrimonio cultural inmaterial, especificando algunos de sus principales objetivos, como: a) conservar las creaciones del ser humano que podrían desaparecer para siempre; b) darles un reconocimiento mundial; c) fortalecer la identidad; d) posibilitar la cooperación social dentro de los grupos y entre ellos; e) garantizar la continuidad histórica; f) promover la diversidad creativa de la humanidad; y g) facilitar el acceso a los frutos de esa creatividad.
