Duties and Responsibilities

Under the overall authority of the Director of UNESCO Jakarta Office and the direct supervision of the Head of the Education Unit and in close coordination with the project team, the incumbent serves as a National Programme Officer for Education of the UNESCO Jakarta Office, based in Manila, the Philippines. The incumbent is expected to support the development and implementation of the Extra-budgetary project’s activities to deliver the expected outcomes and outputs for “Better Life for Out-of-School Girls to Fight against the Poverty and Injustice in the Philippines”. The incumbent works under the project’s workplan under the frameworks of UNESCO’s Medium-Term Strategy (C/5s) and global developments plans such as Sustainable Development Goals especially to achieve SDG 4 for Quality Education, Agenda 2030. In particular, the incumbent will:

  1. Strengthen capacities in integrating the principles of inclusive education at the policy and institutional levels in the Philippines in a close working relationship the project’s teams based in the Jakarta and in the Philippines as well as the central & local governmental ministries & entities especially including Department of Education in the Philippines. To assist the Philippines in better addressing the remaining challenges identified in Alternative Learning System (ALS) for Out-of-School Children especially for girls and other education challenges through promotion of partnerships and coordination in a close working relationship with representatives of the Ministries of Education, other relevant government ministries/agencies, NGOs, CSOs and the private sector, and also through coordination and interlinked joint acceleration strategies, action plans, and monitoring mechanisms for the Education Agenda 2030.
  2. Help improve the quality of pedagogy and learning assessment practices in in-/non-formal education services through the national ALS system catering to children especially for girls from disadvantaged backgrounds in a close team work with UNESCO and DepED teams of the project - by developing and producing the national ALS materials such as curriculum, teacher guidelines, student workbooks, and an assessment framework/tool through building corresponding capacities on effective pedagogy and learning assessment practices for ALS in the Philippines.
  3. Maintain close contacts with the concerned national/local authorities and contribute to the development of the national ALS materials listed in #2 above and organizing teacher trainings at the local and national levels. In this context, maintain and ensure relations with education related institutions and relevant intergovernmental and non-governmental organizations.
  4. Monitor and evaluate field activities of the project to ensure the planned implementations in time under the work plans in achieving SDG 4 for Quality Education especially for out-of-school girls, and represent them through monthly and annual reports to be shared with the project teams in the Jakarta Office and also with the donor.
  5. Contribute to establishment and reinforcement professional contacts with other parts of UNESCO, research and government institutions, key organisations and individuals outside, in education policy through a close cooperation with other UNESCO offices and institutes and stakeholders in this work, as required.
  6. Coordinate and report UNESCO's involvement in UN country programming and joint UN initiatives, including the preparation of Common Country Assessment (CCA), United Nations Development Assistance Framework (UNDAF), Country Programme Document (CPDs) and Country Programme Action Plan (CPAPs) in the areas of Education Planning, Policy and Capacity Building and others in the Philippines in close coordination with the Head of Education Unit and the teams of the project.

 

REQUIRED QUALIFICATIONS

Education

  • Advanced university degree (Masters or equivalent) in the relevant field in education or a closely related field with emphasis on education policy and planning, management, research, monitoring and evaluation.

Work Experience

  • At least 4 years of relevant professional experience, of which at least 2 years in the planning, development and implementation of education programmes, are required.

Skills and Competencies 

  • Excellent coordination and interpersonal skills;
  • Analytical skills, ability to collect, synthesize and analyze information from various sources;
  • Proven ability to identify emerging educational trends and needs and ability to plan strategically;
  • Demonstrated ability to translate strategy into priorities and action;
  • Excellent written and oral communication skills, including the ability to prepare, present and discuss findings and recommendations on issues clearly and concisely.
  • Ability to work in a team and to maintain effective working relationships in a multicultural environment.

 

DESIRABLE QUALIFICATIONS

Education:

  • Academic background in the field of education, pedagogy, teacher education, gender equality, curriculum planning, and/or economics of education.

Work Experience:

  • Professional working experience in the education sector, preferably with government and with international education sector development partners, and in depth knowledge of the challenges in the education sectors.
