Acceptance: A legal instrument deposited with the Director-General of UNESCO, affirming a State’s or regional economic integration organization’s consent to be bound by this Convention.  This Convention shall be subject to ratification, acceptance, approval or accession by Member States of UNESCO in accordance with their respective constitutional procedures.

Accession:
A legal instrument deposited with the Director-General of UNESCO, affirming a State’s or regional economic integration organization’s consent to be bound by this Convention. This Convention shall be subject to ratification, acceptance, approval or accession by Member States of UNESCO in accordance with their respective constitutional procedures.

Conference of Parties (CoP):
The plenary and ultimate decision-making body of the Convention, the CoP meets every two years in an ordinary session.  A country automatically becomes a member of the CoP when it accepts/approves/accedes to/ratifies the Convention.  See Article 22 of the Convention for details on the CoP’s main responsibilities.

Cultural activities, goods and services:  Refers to those activities, goods and services, which at the time they are considered as a specific attribute, use or purpose, embody or convey cultural expressions, irrespective of the commercial value they may have. Cultural activities may be an end in themselves, or they may contribute to the production of cultural goods and services.

Cultural content: Refers to the symbolic meaning, artistic dimension and cultural values that originate from or express cultural identities.

Cultural diversity:  Refers to the manifold ways in which the cultures of groups and societies find expression. These expressions are passed on within and among groups and societies.  Cultural diversity is made manifest not only through the varied ways in which the cultural heritage of humanity is expressed, augmented and transmitted through the variety of cultural expressions, but also through diverse modes of artistic creation, production, dissemination, distribution and enjoyment, whatever the means and technologies used.

Cultural expressions: Those expressions that result from the creativity of individuals, groups and societies, and that have cultural content.
Cultural industries:  Industries that produce and distribute cultural goods or services.

Cultural policies and measures:  Policies and measures relating to culture, whether at the local, national, regional or international level that are either focused on culture as such or are designed to have a direct effect on cultural expressions of individuals, groups or societies, including on the creation, production, dissemination, distribution of and access to cultural activities, goods and services.

Developing and least-developed countries eligible to apply for the International Fund for Cultural diversity:  Countries that have ratified the Convention and are designated “least developed economies and economies in transition” on the basis of the official UNCTAD classification system.
Extraordinary session:
Any meeting of the Conference of Parties or the Intergovernmental Committee taking place outside of ordinary sessions.  The Conference of Parties may meet in extraordinary session if it so decides or if the Intergovernmental Committee receives a request to that effect from at least one third of the Parties.  The Intergovernmental Committee can meet in extraordinary session at the request of at least two thirds of its Members.

Interculturality:  Refers to the existence and equitable interaction of diverse cultures and the possibility of generating shared cultural expressions through dialogue and mutual respect.

Intergovernmental Committee (IGC):  Composed of 24 elected representatives of the Conference of Parties for a period of either two or four years.  The IGC meets once a year may meet in extraordinary sessions at the request of at least two thirds of its Members to address specific issues.  See Article 23.6 of the Convention for more information on the IGC’s main responsibilities.

International Fund for Cultural Diversity (IFCD):  A multi-donor Fund to promote sustainable development and poverty reduction in developing countries through support for projects and activities that aim to foster the emergence of a dynamic cultural sector.

Observers:  1) representatives of Member States of UNESCO not parties to the Convention, permanent observer missions to UNESCO, 2) representatives of the United Nations and organizations of the United Nations system and other intergovernmental organizations, which have concluded mutual representation agreements with UNESCO, and 3) intergovernmental organizations and non-governmental organizations having interests and activities in the field covered by the Convention invited by the Conference of Parties, who participate in the work of the Conference of Parties and/or the Intergovernmental Committee without the right to vote.

Operational Guidelines:  Set of text elaborated by the Intergovernmental Committee and adopted by the conference of Parties, providing general guidelines for the implementation and application of the provisions of the Convention.

Ordinary session:  Regular statutory meetings of the Convention as laid out by Articles 22 and 23.  The Conference of Parties meets in ordinary session every two years, while the Intergovernmental Committee meets annually in ordinary session.

Party:  A State or regional economic integration organization that has accepted, acceded to, approved or ratified the Convention.

Protection:  The adoption of measures aimed at the preservation, safeguarding and enhancement of the diversity of cultural expressions. “To protect” means to adopt such measures.

Representatives of vulnerable groups:  Women and other social groups, including persons belonging to minorities and indigenous peoples from developing countries that are Parties to the 2005 Convention.

Rules of Procedure:  The rules by which ordinary and extraordinary statutory meetings of the Convention are run.  The Conference of Parties adopts its own Rules of Procedure, while the Intergovernmental Committee prepares and submits to the Conference of Parties, for approval, its own Rules of Procedure.
