Basic Requirements for Eligible Funding Requests

The IFCD supports projects that are consistent with the overall objective of the IFCD and cover the following areas of intervention that lead to structural change:

  • the introduction and/or elaboration of policies and strategies that have a direct effect on the creation, production, distribution of and access to a diversity of cultural expressions, including cultural goods, services and activities;
  • the reinforcement of corresponding institutional infrastructures*, including professional capacities and organizational structures, deemed necessary to support viable local and regional cultural industries and markets in developing countries.

    The project implementation period shall be between 12 and 24 months.

    The maximum amount that can be requested from the IFCD per project is 100,000 USD.
    Projects that are approved for funding will receive their allocations in several installments. Beneficiaries normally receive 50% of the total amount approved in the beginning of the project, another 30% mid-way through the project and the remaining 20% once all activities have been completed and the final reports are submitted.

    All funding requests shall be submitted in either English or French.

    The following types of projects are not eligible for IFCD funding:

    • Projects related to the production of cultural and artistic works and events, exclusively. 
    • Projects related to safeguarding intangible cultural heritage (Please refer to the Fund for the Safeguarding of the Intangible Cultural Heritage).
    • Projects related to tangible cultural heritage (e.g. World Heritage sites) (Please refer to the World Heritage Fund).
    • Projects aimed at offsetting a deficit, repaying a debt or paying interest.
    • Projects sustaining ongoing activities with recurring costs.
    • Projects financing permanent working spaces and/or equipment, exclusively.
    • Projects financing physical construction or the restoration of buildings.
    • Projects that focus on art education, including bolstering artistic skills within primary and secondary school environments.
    • Projects that focus on cultural tourism.
    • Projects that are conceived as scholarships or grants for personal needs.

    * the term ‘institutional infrastructure’ should be understood as any public, collective and professional organizational structures (excluding working space and equipment, physical construction or restoration of buildings), capacities as well as legislative (legal) and administrative provisions deemed necessary for the implementation of policies.

    The overall goal of the IFCD is to support the implementation of the 2005 Convention and the emergence of dynamic cultural sectors in developing countries by strengthening the means to create, produce, distribute and access diverse cultural goods and services. To verify if the project proposal contributes to the IFCD’s overall goal, the project must comply with at least one of the following statements:

    1.1. The project demonstrates cross-sectoral cooperation by involving non-cultural sector organizations in cultural policy-making and/or implementation.
    1.2. The project strengthens processes and mechanisms of public policy making and/or implementation, resulting in more transparent and accountable government policy processes and/or public information sharing for culture.
    1.3. The project supports and strengthens the engagement of NGOs or civil society organizations in policy making and/or implementation.

    2.1. The project contributes in improving access to local, national and/or global markets for cultural goods and services by implementing policy, advocacy and/or promotional mechanisms.
    2.2. The project includes activities that support and facilitate the mobility of artists and cultural professionals from the Global South, such as the creation or reinforcement of networks and initiatives with a focus on North-South-South cooperation.
    3.1. The project supports or facilitates the development of innovative business models and/or digital solutions applied to creation, production, distribution and/or access to diverse cultural goods and services.
    3.2. The project identifies capacity gaps and/or supports capacity building activities related to the creation, production and/or distribution of cultural goods and services.
    3.3. The project targets previously excluded social groups or those in disadvantaged geographical locations in order to widen their participation in the creation, production and/or distribution of cultural goods and services.
    4.1. The project involves professional networks and/or capacity development activities targeting women specifically as creators and producers of cultural expressions.
    4.2. The project supports or facilitates policy measures and/or funding mechanisms to encourage and improve women’s equitable access to cultural events, goods and services.
    Keep in mind that, when completing the Application Form for funding requests, it is necessary to justify and explain how the project will comply with at least one of the above statements and, therefore, contribute to the IFCD’s overall goal.
