The EU invested 1.5 million euros between 2010 and 2015 to carry out the world’s first global project dedicated to helping developing countries attain the objectives of the 2005 Convention.

The project included the creation of an Expert Facility, a network of leading cultural experts who deliver tailored capacity building to design and strengthen policies for the cultural and creative industries.

The Expert Facility supported 13 countries in establishing legal, regulatory and institutional frameworks. In each of the countries, a national team, made up of representatives from governmental institutions, private sector and civil society, was established.
