2. Justification of pre-selection
What are the main reasons for having pre-selected this project proposal, as compared to other proposals received by the National Commission for UNESCO?: 
- C’est un ONG qui est très connu des institutions publiques et privées pour son efficacité et sa vocation/mission pour la promotion réelle de l’art, surtout avec des jeunes ; - Cet ONG a une très bonne réputation pour la mise en œuvre des projets avec des partenaires nationaux et internationaux ; - La proposition de projet en question va contribuer à la pérennité de la promotion de la diversité culturelle : le développement des ressources humaines en manque pour le Cambodge « Cultural leaders ».

What elements demonstrate that the applicant institution/organization is a significant stakeholder in the culture sector (locally / nationally / internationally)?: 
- Cet ONG possède une équipe de travail bien performante en matière de la mise en œuvre de ce projet. Des experts nationaux et internationaux, des employés très expérimentés et dévoués sont des éléments clefs pour son succès et il a établi un partenariat très solide depuis presque 20 ans avec tous les acteurs culturels nationaux et internationaux ;

4.1. What are the main current needs and priorities in your country in terms of cultural policies and/or cultural industries?: 
- Le Cambodge est également un pays très riche de patrimoine culturel. Il a vraiment besoin de collaboration des ONGs en matière du développement des ressources humaines, surtout les « Cultural Leaders » pour la promotion de sa diversité culturelle. - Lors des missions de nos expertes de la Convention 2005, Vesna et Milena au Cambodge, le manque des « Cultural leaders » a été évoqué dans leurs rapport ;
4.2. How do the objectives of this pre-selected project proposal meet the current needs and priorities of the country in terms of cultural policies and/or cultural industries?: 
- Une des composantes principales prescrites dans la politique culturelle du Cambodge est de promouvoir des industries culturelles. Or, on peut bien observer que le Cambodge est en phase d’expansion et de création en matière d’arts et le Cambodge ne possède que les artistes purs, n’ayant pas encore de notion de direction, ni d’organisation. Cette formation des « Cultural Leaders » sera un pilier clef en vue de la mise en œuvre de cette politique culturelle.
4.3. To what extent do you expect this pre-selected project proposal to have an impact on the country’s cultural policies and/or cultural industries?: 
- Les « Cultural Leaders » formés dans le cadre de ce projet seront les « missionnaires/ambassadeurs » du Cambodge pour propulser la synergie de tous les acteurs culturels en vue de la promotion des industries culturelles au Cambodge.

5.1. What elements demonstrate the applicant’s organizational capacity and competence to manage the project and implement the work plan?: 
- Le plan d’action qui a été soigneusement élaboré et tous les détails ont été donnés dans leur document de projet sont suffisants pour prouver qu’il va pouvoir effectivement réussir dans la mise en œuvre du projet proposé.
5.2. What types of procedures have been foreseen by the applicant institution/organization to ensure financial accountability?: 
- Son administration est bien structurée. Toutes les dépenses ont été planifiées de façon transparentes et le directeur de cet ONG n’a pas d’influence sur les décisions financières.

- Cet ONG a été un très bon partenaire avec le Bureau de l’UNESCO de Phnom dans la mise en œuvre un des projets dans le cadre du MDG-F.
