Preparation of UNESCO Draft Programme and Budget for 2018-2021 (39 C/5)

Consultations of the Director-General with Member States and Associate Members, intergovernmental organizations (IGOs) and international non-governmental organizations (NGOs)

The preparation of the Draft Programme and Budget for 2018-2021 (39 C/5) was launched in early January 2016 in accordance with the Roadmap approved by the General Conference at its 38th session in November 2015.

Taking into consideration Member States discussions and decisions at the General Conference (cf. documents 38 C/7, 38 C/INF.19 and 38 C/Resolution 104), UNESCO launches the first stage of consultations through the online questionnaires addressed to Member States and Associate Members, as well as intergovernmental and international non-governmental organizations. A preliminary analysis of Member States replies has been prepared by the Secretariat and is now available as a supporting document to regional consultations which are organised in June 2016.

For the 200th session of the Executive Board in October 2016, the Director-General will prepare her preliminary proposals concerning the Draft Programme and Budget, based on the General Conference resolution (38 C/Resolution 104), the Executive Board guidance at its 199th session, as well as the results of her consultations with Member States and all partners.

The full-fledged version of the Draft 39 C/5 document will be reviewed by the Executive Board at its 201st session in spring 2017. Subsequently, at its 39th session in 2017, the General Conference will examine and proceed with the adoption of the document in the light of the Executive Board’s recommendations.
