Regular contracts
By Italian law a regular contract has to be signed between
the parties (if the rental period exceeds one month) and registered
at the Agenzia delle Entrate. While signing the contract, the
tenant must have a "fiscal code" (codice fiscale). Landlords are
responsible for preparing and registering the rental contract. The
registration costs will be shared between the owner and the tenant
(the cost depends on the monthly rent, with a minimum amount of
€67). Stamp-duty charges (bolli) of €14.62/copy of the
contract - minimum 2 copies are paid by the tenants.
When the contract terms are agreed upon, tenants must pay a deposit, which may vary from one to two months rent amount. This will be returned at the end of the rental period, provided the contract has been respected. The deposit may not be deducted from the last month's rent under any circumstances. Tenants are expected to provide passport details and their permanent home address.

How to begin a contract with ACEGAS-APS (water, gas, electricity)
If contracts do not exist under the landlords' name, visitors should begin a new contract with the local utilities company, ACEGAS-APS, (Water, Electricity, Gas), by either contacting the company directly at Via dei Rettori, 1, (Mondays to Thursdays, from 08:15 till 16:15, Fridays from 08:15 till 13:00), or by calling the toll-free number: 800237313 (Mondays to Fridays from 08:00 till 17:00).
The company charges around €300 for drawing up the new contract; part of this amount is an advance towards the consumption, which will be deducted, from the last bill.
In order to open a contract a copy of the passport and codice fiscale will be required.
Bills are issued once every 2 months and it is important to respect the payment deadlines to avoid late charges.
Bills can be paid at any Italian Post Office or through the bank account by direct debit.
In case the utilities contracts are drawn under the landlord's name, visitors must check and note, together with the landlord, the meter readings at the time of signing the rental contract.
