The UIS will be showing the way forward on how to measure equity in education through a series of presentations and panel discussions at the annual conference of the Comparative and International Education Society (CIES), taking place in Mexico City from 25-29 March.

Thousands of education experts will gather at the conference, which will focus on the theme “Re-mapping Global Education”, and explore research and policy dialogue from the global South.

Equity in education will be a major topic of discussion, which is why the UIS is organizing and participating in the following events.

Launch of the Handbook on Measuring Equity in Education

Produced by the UIS in collaboration with FHI 360 Education Policy Data Centre, Oxford Policy Management and the Research for Equitable Access and Learning (REAL) Centre at the University of Cambridge, the new Handbook is intended for all those involved in the measurement and monitoring of equity in education, especially those concerned with national policymaking.

It addresses knowledge gaps, presents a conceptual framework to measure equity in learning and offers practical guidance on the calculation and interpretation of indicators.

The authors of the report will be speaking at the following events:

Meeting the Challenge of More and Better Domestic Financing for Education (Tue, 27 March, 5:00 to 6:30pm, Hilton Reforma, 2nd Floor, Don Diego 2)

This panel will highlight the ways in which the Global Partnership for Education (GPE) and the UIS are developing a more consistent and timely approach to data collection around education spending and what this means for global conversations about education finance.

Data Transparency and Utilization: Re-thinking North-South Dialogue on Learning Outcomes Measurement and SDG Reporting (Tues, 27 March, 1:15 to 2:45 pm)

The UIS will present ongoing work with countries to develop a reporting scale to produce the internationally-comparable data needed for SDG indicator 4.1.1. This collaborative approach is designed to bridge differences between existing assessments and produce the internationally-comparable data needed for reporting while reflecting the different policy contexts and measurement approaches of countries around the world.

The Equity Initiative: Gathering Data and Utilizing Data on Children with Disabilities in Education (Wed, 28 March, 3:00 to 4:00 pm, Hilton Reforma, Business Center Room 1)

The UIS will present the findings of a new paper that analyses survey and census data on disability and education from 49 countries. It will offer a global perspective on the issue by highlighting educational inequalities for persons with disabilities and the challenges of conducting equity analysis with existing data. 

The Equity Initiative: Data and Evidence to Address the Learning Crisis (Wed, 28 March, 5:00 to 6:30 pm, Hilton Reforma, 2nd floor, Don Diego 2)

The UIS will present an overview of cross-national data on disparities in reaching minimum proficiency benchmarks in reading and numeracy, based on an internationally-comparable scale from more than 160 international, regional, and national assessments.

The UIS will also be chairing the following event

Assessment for Learning: A GPE Effort to Strengthen Systems of Learning Assessment (Wed, 28 March, 10:00 am to 11:30 am)

This panel will focus on the GPE’s Assessment for Learning (A4L) initiative, which is designed to build capacity for national learning assessment systems to measure and improve learning.  A4L works in close collaboration with the Global Alliance to Monitor Learning (GAML) of the UIS.
