Education contributes to knowledge and personal skills that are essential for HIV prevention. In countries with a generalized HIV epidemic, the education sector also contributes to mitigating the impact of AIDS on students, education personnel, their families and communities. Monitoring and evaluating the role of education in the response to the HIV epidemic is critical for countries to improve their policies and school-based programmes. Monitoring and evaluation can be challenging: What to measure? How to measure? Same measure over time (comparison)? When to measure (short-term, mid-term and Long-term changes)? Which (sufficient and sustainable) resources?

Objective: To reinforce participants' skills in collecting and reporting for core indicators, and in formulating policies in order to monitor and evaluate the education sector response to HIV and AIDS.

Upon completion of the course, you should be able to:

• Review international and national commitments in global education, health and HIV agendas and indicators associated with monitoring and evaluating the education sector response to HIV and AIDS;
• Describe the importance of UNESCO Guidelines for the construction and use of core indicators for measuring the education sector response to HIV and AIDS;
• Critically examine the quality of Annual School Census (ASC) questionnaire to construct the core indicators and additional indicators that are relevant for the country context;
• Identify additional indicators from other collection methods than ASC in their country that can complement the analysis of the education sector response to HIV and AIDS;
• Develop analytical skills that are required to analyze and report data on HIV and AIDS in education – with a focus on the interpretation of the core indicators and trends across time; and
• Translate the analysis results into policy suggestions.

Particants profiles: For English-speaking participants. Professionals from EMIS in the Ministry of Education, the HIV focal point in the education ministry if his/her participation is critical depending on the country context, the UNESCO national programme officer for HIV and school health if available and international organizations.
