The study highlights the challenges and opportunities in HIV/AIDS counseling. The major challenges are recruiting the right individuals and their capacity building and retention. The finding shows that most of the counselors are not befitting in terms of qualification and experience besides motivation, remuneration, and other issues. The study suggests that to ensure the effective counseling to reverse the epidemic, it is important to focus on such issues through appropriate policy interventions.

This is a report of the national exercise undertaken to programmatically and geo-map HIV/AIDS stakeholders and services in order to redirect intervention focus and resources for the national response. The stakeholders in this mapping include civil society organizations, central and local government departments and other agencies involved in service provision. This exercise is focused on mapping of stakeholders by locating their physical address (presence), activity scope (interventions) and areas and beneficiaries covered by their interventions.
In 2005, the Government established the National AIDS Commission (NAC) by the NAC Act 2005 along the "Three Ones Principles". NAC is placed outside the Government structure and given more independence and authority to manage the national HIV and AIDS response in conjunction with stakeholders and the authority to mobilise resources outside the Government systems.
